The Official State Gazette number 202, corresponding to Tuesday, August 18, 2026, has published the formalization of the contract for technical support services aimed at the preparation and execution of the XXX Ibero-American Summit, the highest-level Ibero-American diplomatic meeting that annually convenes heads of State and Government of the Ibero-American community. The notice, published in Section V-A (Public Sector Procurement), carries the official reference BOE-B-2026-27254 and corresponds to file 2026U1h00003.
The contracting authority is the Contracting Board of the Ministry of Foreign Affairs, European Union and Cooperation (Tax ID S2812001B), headquartered at Plaza de la Provincia, 1, Madrid. It is a state authority whose main activity is the provision of general public services. The award was formalized on July 9, 2026, and the notice was submitted for publication on August 13 of that same year.
Subject matter of the contract and award criteria
The purpose of the contract is the provision of technical support services for the preparation and execution of the XXX Ibero-American Summit. The CPV codes associated with the tender cover a broad technological spectrum:
- 50324100 — System maintenance services.
- 71356300 — Technical support services.
- 72222300 — Information technology services.
- 72510000 — Computer-related management services.

The award procedure was an accelerated open procedure, supported by a declaration of urgency whose document is included in the file and is verifiable on the Public Sector Procurement Platform. The evaluation criteria were distributed as follows: price (57%), overall service concept (25%), and emergency response plan (18%).
The successful bidder: an SME based in Viladecans
The only bid received came from a company that also meets the condition of being an SME (small or medium-sized enterprise). It is Click-It Technologies SL, with registered office at Calle Catalunya, 74, in Viladecans (Barcelona, postal code 08840). The value of its bid, which coincided with both the highest-cost and lowest-cost bid as it was the only one submitted, amounted to EUR 192,000.00.
The main place of service provision was classified under NUTS code ES300, which corresponds to the Community of Madrid, where the contracting ministry is headquartered and where the central technical support tasks linked to the summit would be expected to be carried out.
Prior publication and appeal route
The tender was previously announced both in the OJEU (Official Journal of the European Union) on 11 May 2026, with identifier 319865-2026, and in the BOE itself on 18 May 2026. The formalisation of the contract was sent to the OJEU on 8 August 2026, under identifier 2026-000401702.
An appeal against the formalisation of the contract may be lodged with the Central Administrative Court of Contractual Appeals, located at Avenida General Perón, No. 8, Madrid (postal code 28020). The notice was signed by the president of the Contracting Board, Rafael Antonio García Navarro, on 13 August 2026.
The award highlights the accelerated pace of logistical preparation for an Ibero-American summit, a first-rate diplomatic event that brings together the highest political representatives of Ibero-America and requires rigorous technical planning. The fact that an SME from the Catalan technology sector was the sole candidate reflects, on the one hand, the specialised nature of the contract and, on the other, the leading role of smaller companies in public procurement of highly complex technological services.
