Espés raffles a 280-euro home to attract new residents

The Minor Local Entity of Espés has announced a public tender to lease a property it owns located at number 3 Arrabal Street, first floor, with a monthly rent of 280 euros. The call was approved by Mayoral Decree No. 11/2026, dated October 14, 2026, and is published in the Official Gazette of the Province of Huesca number 207, dated Wednesday, October 28, 2026, with the reference BOPH-2026-207020 and announcement number 4790.

Housing reserved for new residents

The property must be used exclusively as the primary residence of new residents, a condition that the specifications define through two alternative paths:

Persons who were not registered in the municipal census of inhabitants in the two years prior to the start of the lease.
Persons already registered in the municipality who, additionally, are under 40 years of age and establish their primary residence in said dwelling.

The procedure is processed via the ordinary route and under the tender modality. Interested parties may consult the specifications at the headquarters of the Minor Local Entity of Espés, at number 3 Arrabal Street, and on the electronic office website espes.sedelectronica.es.

A scale that rewards employment in Laspaúles

The award system distributes a maximum of 100 points among four criteria. The employment block, with up to 40 points, values whether the bidder or a member of their family unit has an indefinite contract or is registered as a self-employed worker up to date with payments:

In the municipality of Laspaúles: 40 points.
In municipalities adjacent to the municipal boundary of Laspaúles: 20 points.

The age of the applicants is scored with a maximum of 30 points: 30 for those under 40 years old and 20 for those over that age. The income level, calculated based on the sum of the general taxable base and the savings taxable base of the last tax return, provides up to 20 points, with brackets referenced to the 2025 IPREM:

Between 1.5 and 2.5 times the IPREM: 20 points.
Between 2.6 and 4.5 times the IPREM: 15 points.
Between 4.6 and 6 times the IPREM: 5 points.
More than 6 times the IPREM: 0 points.

The price offered by the bidders completes the table with a maximum of 10 points, based on a starting rent of 280 euros per month.

Twenty days to submit offers

Offers must be submitted within a period of twenty calendar days starting from the day following the publication of the tender announcement in the Official Gazette of the Province of Huesca, that is, until November 17, 2026. The place of submission is the Laspaúles City Council, plaza del Ayuntamiento no. 1, 22471 Laspaúles. The opening of offers will take place on the Friday following the conclusion of the period, at 10:00 AM, at the municipal offices of the same city council.

The announcement was signed in Espés on October 19, 2026, by the mayor, Ramón Roso Gabas.

The call for applications transforms a public dwelling in a small village in Ribagorza into a demographic policy instrument: the scale not only requires being a new resident, but prioritizes employment ties in Laspaúles and its surroundings over any other circumstance, so that the house is preferentially awarded to whoever has stable employment in the territory. In a municipality with a dispersed and aging population, the competition measures its success in effective residents rather than rental income: the rent is maintained at 280 euros and the economic criterion barely accounts for 10 out of 100 points. For applicants, the calendar is tight, with slightly less than three weeks to gather the employment, tax, and residency documentation required by the specifications.
