The Department of Security of the Basque Government has called for 50 places in the selection procedure for entry into the Specialization Course in Dual Security for Basic Scale agents and first agents of the Ertzaintza. The call was made through the resolution of September 9, signed by Jon Gurutz Gomez Goicolea, Director General of the Academia Vasca de Policía y Emergencias, and was published in issue number 198 of the Boletín Oficial del País Vasco on October 16, 2026 (reference 2026/4325).

Basis of the call and distribution of places

The resolution is based on Article 23 of Law 15/2012, of June 28, on the Organization of the Public Security System of the Basque Country and Articles 52 and following of Decree 315/1994, of July 19, and was issued at the request of the Vice-Minister of Security. The procedure will be resolved through a competitive system, and the selection is the responsibility of the Academia Vasca de Policía y Emergencias.

The called places are distributed as follows:

  • 35 places for career civil servants in the Agent category, without preceptivity data.
  • 15 places for career civil servants in the First Agent (male and female) categories, without preceptivity data.

The number of places may be increased throughout the development of the procedure according to the needs of the categories with the dual security specialty; such an increase will be published on the Notice Board of the Academia Vasca de Policía y Emergencias. If the places for the First Agent category are not filled, they will be added to the call for the Agent category.

Who can participate

To participate, candidates must be appointed as career civil servants in the corresponding category and be in active service in that position. Additionally, the following conditions must be met:

  • Possession of a Class A driver’s license, for driving motorcycles of any power and displacement on public roads, according to the Real Decreto 818/2009, of May 8 regulation.
  • Not possessing the Dual Security specialty.
  • Not having a minimum stay period restriction in the position on the date of publication, or having completed said period.

Applications must be submitted through the Gurenet departmental intranet, and the deadline for this is 20 working days, starting from the day following the publication of the resolution in the Boletín Oficial del País Vasco. Once the deadline has ended, a provisional list of accepted and rejected candidates will be published, and rejected candidates will have 10 working days to file claims.

Merit scale

The competition phase is worth a maximum of 40 points, and the scale is as follows:

  • Work history: Positions held in Traffic Territorial Units, maximum 15 points, at a rate of 0.20 points per full month of service.
  • Passing the Advanced Motorcycle Riding Course: 3 points; the same value is given for passing the “Motorcycle Riding” subject of the 3rd module of the Emergency Security Specialization Course.
  • Knowledge of official languages of the European Union: maximum 2 points, one point per language from level B-2 onwards.
  • Seniority: 0.7 points per full month of seniority in the Ertzaintza, maximum 20 points.

The minimum score to pass the competition cannot be less than half of the maximum possible score. The phase will be evaluated by a Qualifying Jury appointed by the Basque Academy of Police and Emergencies, and its composition will be balanced between women and men, so that each sex has at least 40% representation.

Basque language and equality criteria

Knowledge of the Basque language will be valued as a merit, verified by documentation, and those with the 1st Language Profile of the Ertzaintza will receive 4 points, according to article 188 of Law 11/2022, of December 1, on Basque Public Employment. No specific tests will be conducted, neither for Basque nor for foreign languages.

Ties in scoring will be resolved according to the following criteria, in this order: Law 4/2005, of February 18, for the Equality of Women and Men; the highest score achieved in Basque language knowledge; the highest score achieved in positions in Traffic Territorial Units; the greatest seniority in the Ertzaintza; and, finally, promotion order.

Course and consequences

The Basque Academy of Police and Emergencies will call the selected persons to undertake the course, and it may be developed in several shifts or courses. The course is mandatory and exclusionary: failure to appear or failure to pass results in automatic exclusion from the procedure. The Administration may request from those who voluntarily leave the course the amount invested in training, including the price of the course and the equipment provided.

Passing the course does not in itself grant the right to be attached to a specific position, but those who have passed will be required to apply for all vacant positions requiring the emergency security specialty in the first call, and if they fail to do so, they may be mandatorily assigned.

Deadlines and appeals

Against the resolution, which exhausts the administrative route, an appeal for reversal may be filed before the general directorate of the Academia Vasca de Policía y Emergencias within one month from the day following its publication, or directly in the administrative-jurisdictional courts within two months. The bases of the procedure and subsequent resolutions will be published on the Announcement Board of the Academia Vasca de Policía y Emergencias, and the date of publication therein shall be the reference for calculating the deadlines.

The call combines internal promotion and specialization in the field of traffic, opening a professional career path for members of the Basic Scale of the Ertzaintza, giving significant weight to seniority and work performed in the Territorial Traffic Units. The distribution of 50 places into two categories provides opportunities for both new agents and first agents, and since the entire procedure is resolved through a competition, no opposition exams will be taken: merits and service history will be the factors determining the selection.
