Sub-officer of the Bilbao Fire Department appointed by court order

Bilbao City Council has appointed a firefighter-subofficer by court order, appointing official Julio César Martínez Cofreces to the career civil service, in compliance with final judgment 115/2026. The decision was published in issue 157 of the Boletín Oficial de Bizkaia on August 19, 2026, and the appointment is retroactive to December 30, 2024. The judgment brings an end to a legal dispute arising from a previous selection process.

Origin of the Judgment

The Deputy Councilor for Culture and Governance, through a resolution dated August 10, 2026, has decided to comply with and execute judgment 115/2026, dated May 18, 2026, issued in summary procedure 243/2025. The procedure was initiated by Julio César Martínez Cofreces against the resolution of the Mayor-Presidency of Bilbao dated June 17, 2025, which had partially accepted an appeal against the agreement of the Qualification Court dated December 12, 2024.

Appointment and Conditions

The appointment was carried out within an internal promotion process, in a call to fill 3 firefighter-subofficer positions, one of which is PL 2 non-mandatory Basque. The candidate obtained a total of 49.98 points and received an APTO (FIT) rating in the training phase and internship period.

Furthermore, the provisional attachment of Julio César Martínez Cofreces is maintained in the position of 3231.0S Firefighter-subofficer, after the removal of position 3361.BS, as notified by the resolution of January 23, 2026. The appointment is based on Article 136 of Royal Legislative Decree 781/1986, Article 7 of Royal Decree 896/1991, and Article 63 of Law 11/2022 (on Basque public employment).
