Widening of the CM-3201 between Casas-Ibáñez and Las Eras opens for public consultation

The Regional Ministry of Public Works (Consejería de Fomento) of Castilla-La Mancha has opened for public review the project for the widening and improvement of the CM-3201 road between Casas-Ibáñez and Las Eras, in the section between kilometer points 38+440 and 47+130, in the province of Albacete. The resolution, signed on August 13, 2026, by the Secretary General Daniel Corredor Román, is published in the Official Gazette of Castilla-La Mancha (DOCM) number 165, dated August 28, 2026, with reference 2026/6306 and file CN-AB-26-193.

The project was provisionally approved on July 28, 2026, by the General Directorate of Roads. Pursuant to Article 16 of Law 9/1990, of December 28, on Roads and Paths of Castilla-La Mancha, its final approval will entail the declaration of public utility and urgent occupation of the assets and rights necessary for expropriation, temporary occupation, or the imposition of easements. The authority regarding expropriation corresponds to the General Secretariat by virtue of Article 7.7.a of Decree 31/2025, of April 29, on the structure and competencies of the Regional Ministry of Public Works.

An 8.7-kilometer section with a conditioning design

The project has an approximate length of 8.7 kilometers and follows the parameters of a conditioning work, with a design speed of 90 km/h. The projected cross-section will be type 7/9, with shoulders 1 meter wide, compared to the existing platform of approximately 6.50 meters without shoulders. The minimum horizontal radius is set at 190 meters and the maximum gradient at 5%.

The planned works include the widening of the platform, the improvement of the surface using a bituminous solution over crushed stone, the specific correction of the layout in the initial section, the reorganization of accesses, and the replacement of affected services. The objective is to increase road safety, capacity, and functionality, as well as to improve the connection with the N-322 and the surroundings of Alcalá del Júcar.

Dozens of owners and two town halls affected

The list of affected private assets (Annex II) includes dozens of plots of vineyards, arable land, olive groves, fruit trees, pastures, and pine forests in the municipalities of Casas-Ibáñez and Alcalá del Júcar. Among the owners are:

  • Casas-Ibáñez Town Hall, owner of numerous plots of timber pine forests, pastures, and fruit trees.
  • Alcalá del Júcar Town Hall, affected by several communication routes.
  • Regional Government of Castilla-La Mancha, as the owner of public domain assets (Annex III).
  • Natural persons and heirs, including Francisca Díaz Cebrián, Rodenas Projects, S.L., Siliken S.L., María Carmen Sánchez García, or the heirs of Ana Ochando Prior.

Annex IV lists the unknown holders or those with an unknown address, whose personal notification will be carried out by inserting an announcement in the Official State Gazette, in accordance with Article 44 of Law 39/2015, of October 1, on Common Administrative Procedure. Some of the areas were already affected by two expropriation proceedings from the beginning of the 20th century (years 1919 and 1921) that are not recorded in the Cadastre.

Period for allegations and project consultation

A public information period of fifteen business days is opened, counted from the day following the last publication of the resolution or from the individual notification if this occurs later. Interested parties may request the rectification of errors or oppose, for reasons of substance or form, the necessity of the occupation, in accordance with the Law of December 16, 1954, on Compulsory Expropriation and its Regulations.

The project is on display at the General Directorate of Roads (Toledo, Paseo Cristo de la Vega, s/n) and at the Provincial Delegation of the Ministry in Albacete (Avenida de España, 8B), and is also available on the Junta’s road web portal. Allegations shall be submitted electronically through the electronic office of the JCCM or, for natural persons, at the locations provided for in Law 39/2015.

Expropriation with a declaration of urgent occupation will allow for the acceleration of the execution of a work that will improve the safety and capacity of a key route for the connection of the Manchuela region with the N-322. For the affected owners, the announcement opens an essential period to review the list of assets and submit allegations before the occupation becomes effective.
