Nursing joins civil protection emergencies in Murcia

The Autonomous Community of the Region of Murcia and the Official College of Nursing of the Region of Murcia have signed a collaboration agreement to organize the voluntary participation of registered nurses in civil protection emergencies. The agreement, signed on September 3, 2026, is published in the Official Gazette of the Region of Murcia number 209, dated September 10, 2026, by Resolution of the General Secretariat of the Ministry of Presidency, Youth, Foreign Action and Emergencies (reference NPE: A-100926-4334).

The signing was previously authorized by agreement of the Governing Council on July 23, 2026, and the text is framed within Law 17/2015, of July 9, of the National Civil Protection System, and Law 3/2023, of April 5, on Emergencies and Civil Protection of the Region of Murcia. The agreement has a validity of four years and does not, in itself, generate economic obligations for either party.

A framework for voluntary collaboration

The purpose of the agreement is to establish the collaboration framework for the participation of nursing professionals in emergencies under the direction of the Autonomous Community, within the framework of the Territorial Civil Protection Plan of the Region of Murcia (PLATEMUR), the Special Autonomous Plans, and the territorial Sectoral Plans. Participation is voluntary, altruistic, and supportive, and does not generate remuneration or any labor, contractual, or civil service relationship with the Administration or the College.

The actions of the volunteers will focus on the exercise of their professional competencies, always under the command of the director of the corresponding autonomous civil protection plan, and will be subordinate to the professionals of the health groups already included in the plans.

Commitments of the parties

The General Directorate of Emergencies assumes, among others, the following commitments:

• To provide volunteers with appropriate protection measures, identification, and means of communication.
• To provide the necessary basic training and, together with the College, an advanced training module in emergencies and security.
• To assume subsistence expenses when the intervention is required by the Autonomous Community.
• To integrate volunteers into the groups deployed in disaster zones as specialists, when indicated by the plan director.

For its part, the Official College of Nursing commits to:

• Promote the mobilization of volunteers and provide the materials for the first health emergency response.
• Prepare and keep updated the list of volunteers with their contact details.
• Assume travel expenses and take out accident and civil liability insurance policies.
• Participate in the drills carried out by the General Directorate of Emergencies.

Monitoring and Validity

A Monitoring Commission of four members will be created, with two representatives from each party, chaired by the Director General of Emergencies and also including the President of the College. Its functions include supervising commitments, resolving interpretation issues, and evaluating compliance with the agreement. The agreement may be extended by addendum for a period not exceeding four years, and shall be terminated for the reasons provided for in Law 40/2015, of October 1, on the Legal Regime of the Public Sector.

The agreement was signed by the Councilor for Presidency, Youth, Foreign Action and Emergencies, Marcos Ortuño Soto, and the President of the Official College of Nursing of the Region of Murcia, Amelia María Corominas García, with the intervention of the Secretary General, María Caballero Belda.

Relevance for the Region

The agreement reinforces the health response capacity of the Region in the face of catastrophes and extraordinary emergencies by making the experience and knowledge of the nursing profession available to the emergency system. For citizens, it means greater preparation and coordination of the human resources available in high-risk situations, in line with the promotion of voluntary involvement driven by regional civil protection regulations.
