Enerland submits the Santa Marta hybrid storage project in Zaragoza for public consultation

The Provincial Service of Zaragoza has opened for public consultation the request for prior administrative and construction authorization for the “BESS Santa Marta” switching station and the storage modules of the Santa Marta hybrid facility, promoted by Enerland Generación Solar 21, SL. The three announcements are published in the Official Gazette of Aragon number 179, dated September 15, 2026, and open a one-month period for submitting allegations.

The process is initiated under Article 14.1 of Decree-Law 2/2016, of August 30, and Article 28 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon. The competent substantive body to resolve the matter is the General Directorate of Energy and Mines of the Department of Economy, Competitiveness, and Employment of the Government of Aragon, while the processing corresponds to the Provincial Service of Zaragoza itself.

Three files for a joint evacuation

The documentation is divided into three files covering the entirety of the Santa Marta hybridization:

• File AT-2026-132 (csv BOA20260915014): “BESS Santa Marta” switching station and updates associated with Santa Marta II storage.
• File G-Z-2026/031 (csv BOA20260915015): storage module of the Santa Marta I hybrid facility, 8.02 MW.
• File G-Z-2026/032 (csv BOA20260915016): storage module of the Santa Marta II hybrid facility, 8.02 MW.

The new switching station, located in polygon 173, plot 283 of Zaragoza, consists of a building with armored cells and two independent busbars, with two line input cells, four input cells with individual fiscal metering, two protection cells for the cooling transformer, and two output cells with fiscal metering. Its purpose is to evacuate energy from the Santa Marta I and II photovoltaic plants, the Santa Marta I and II wind farms, and the storage modules, and to enable the connection to the Utebo Substation at 15 kV.

Lithium batteries with 30 MWh capacity

Each storage module, with an installed capacity of 8.02 MW and an area of 1,148 m² within the boundary of the corresponding photovoltaic plant, incorporates:

• 6 lithium iron phosphate battery containers of 5,015 kWh, with a total capacity of 30.090 MWh (2 hours of storage) and a nominal power of 15.045 MW.
• 2 inverters of 4,010 kW, with a total power of 8,020 kW.
• 1 transformation center with an 8,100 kVA 0.63/15 kV transformer.

The internal connection is made via 15 kV underground lines connecting the transformer to the switching station, while the grid connection runs to the Utebo Substation, owned by E-distribución Redes Digitales, SLU, which is the subject of another file.

Deadline and form of allegations

Allegations may be submitted within one month from the day following the publication of the announcement, in accordance with Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure. They must be addressed to the Provincial Service of Zaragoza, at Paseo María Agustín 36, Pignatelli building, indicating the reference of the corresponding file. The documentation can be consulted on the website for energy projects under public information in Aragon, and the publication also serves as notification for the purposes of Article 45 of the aforementioned law. The announcements were signed on September 1, 2026, by the Director of the Provincial Service, Ana Elena Romero Aznar.

The commissioning of the Santa Marta storage facility is key for the joint evacuation of the three technologies—photovoltaic, wind, and batteries—in the Zaragoza area, by reinforcing the medium-voltage network towards the Utebo substation. For the residents and agents of the municipality, the process opens a one-month window of participation during which they can examine the project and submit allegations before the administrative authorization is resolved.
