Energia authorizes the Mas de Piquer solar plant in Riba-roja d'Ebre

The Directorate General of Energy has granted the company Blue Viking Samara, SL the prior administrative authorization and the administrative construction authorization for the Mas de Piquer solar photovoltaic plant, in the municipality of Riba-roja d’Ebre, in the region of Ribera d’Ebre. The decision is contained in Resolution TER/3202/2026, dated August 27, signed by the Director General of Energy, Marta Morera Marcé, and published in the Official Gazette of the Generalitat de Catalunya (DOGC) number 9758, dated September 25, 2026, with the reference CVE-DOGC-A-26240001-2026. The installation will have a nominal power of 3.63 MW and a peak power of 4.13 MWp on non-developable land.

The resolution is framed within Decree Law 16/2019, of November 26, on urgent measures for the climate emergency and the promotion of renewable energies, and Law 24/2013, of December 26, on the electricity sector, among other energy, environmental, urban planning, and landscape regulations. The file is FUE-2023-03129178 (reference 02654) and its admission for processing was accredited on April 19, 2023. The promoter, Blue Viking Samara, SL, has NIF B42681502 and its registered office in Dénia (Alicante).

Technical characteristics of the installation

The authorized project is a photovoltaic plant with a fixed structure and underground internal lines, with the following figures:

• Installed power: 3.63 MW (total inverter power).
• Total module power: 4.13 MWp.
• Maximum evacuable power: 4.95 MW.
• Number of photovoltaic panels: 5,740.
• Connection point: SET Riba-roja 25 kV.
• Total budget of the installation (PEC): 2,579,428.76 euros.

The evacuation infrastructure is a 25 kV high-voltage line, in three-phase alternating current and 50 Hz, with a length of 5,446 meters (3,842 overhead and 1,604 underground), connecting the plant with the Riba-roja transformer substation. The works must be executed according to the executive technical project of July 31, 2025, drafted by the industrial technical engineer Daniel Jiménez Lapeña, member number 26,965 of the Official College of Industrial Technical Engineers of Barcelona.

Two public information periods and sectoral reports

The project was submitted to a first public information period of 15 days, announced in DOGC number 9088, of January 26, 2024, and to a second period, also of 15 days, published in DOGC number 9528, of October 27, 2025, after the promoter presented a new executive project, a new environmental impact study, and a new specific action project. This revision resulted in a reduction of power: from 4.95 MWn and 6.137 MWp to 3.63 MWn and 4.13 MWp.

During the first stage, two objections against the project were presented and 11 owners of affected assets and rights filed objections regarding ownership, compensation, and layouts; during the second period, no new objections were presented, although 9 owners filed objections again. Unfavorable reports were received from:

• Unió de Pagesos, due to impacts on the preservation of agricultural spaces and the renewable implementation model.
• Grup d’Estudi i Protecció dels Ecosistemes Catalans (GEPEC), due to impacts on agricultural spaces, the Natura 2000 Network, ecological connectivity, and biodiversity, and due to the fragmentation of the project into three plants.

The Renewable Energy Committee, in its session on December 5, 2024, issued a favorable environmental impact statement, and on March 6, 2026, the Environmental Office of Terres de l’Ebre reported that the project complies with it and does not require a new environmental pronouncement.

Conditions, deadlines, and appeal process

The authorization is subject to 21 special conditions, including:

• The deadline for commissioning is two years from the publication of the resolution, with the possibility of an extension requested at least one month in advance.
• The installation cannot be connected to the grid without the operating authorization from the competent body in Energy matters.
• The conditions of the environmental impact statement and those of the reporting bodies must be met.
• The owner must submit a summary report of the previous year to the Directorate General of Energy every first quarter.

The declaration of public utility remains pending resolution until the final approval of the specific action project on non-urbanizable land, a process transferred on June 26, 2026, to the Territorial Urbanism Commission. Against the resolution, which does not exhaust the administrative route, an appeal for reversal may be filed before the Secretary of Ecological Transition within one month.

With this authorization, Ribera d’Ebre adds a new photovoltaic plant to its renewable deployment, in a context marked by the concentration of projects in the area and by the reservations of the agricultural and environmental sectors, which will have to coexist with the imposed environmental conditions.
