Por FactBox Admin

The General Directorate of Energy of the Government of the Canary Islands has opened for public consultation the request for administrative authorization and the declaration, specifically, of public utility for the installation “Planta Fotovoltaica Tías II”, of 4 MW, in the municipality of Tías, on the island of Lanzarote. The announcement, registered under number 331978 and processed under file ER250061, is published in the Official Gazette of the Province of Las Palmas number 121, corresponding to Friday, October 9, 2026. Interested parties have a period of thirty (30) days to examine the technical documentation and submit allegations.
Who is promoting the project and under which regulations
The installation is promoted by RS Iberia 23, S.L., with N.I.F. B16998833. The project requires administrative authorization and a declaration of public utility in accordance with Decree 141/2009, of November 10, which approves the Regulations for administrative procedures relating to the execution and commissioning of electrical installations in the Canary Islands, and Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, supply, and the authorization procedures for electrical energy installations. The General Directorate of Energy is the competent substantive body to resolve.
The announcement is issued for the purposes of article 10 of the regional regulation and article 144 of the state royal decree, and submits both the project and the list of affected assets and rights to public consultation. The installation is subject to a simplified environmental impact assessment, which will be carried out jointly with “Planta Fotovoltaica Tías I”.
Location and technical characteristics
The project is located on plot 198 of polygon 21 in the municipality of Tías. Its main published characteristics are:
- 6,288 photovoltaic modules of 720 kWp peak power, with an installed capacity of 4.527 MWp (4 MW nominal).
- 16 inverters of 250 kVA.
- 1 transformation center with a 5,000 kVA transformer, transformation ratio 0.8/20 kV, prefabricated type.
- 1 underground evacuation line of 3,225 meters, with conductors 3x(1x150) mm² Al XLPE 12/20 kV, from the transformation center to the sectioning center.
- Connection point granted in the medium voltage line cell of the sectioning center to be installed, in request 756977 of the M.V. line ASOMADA, belonging to the SET MÁCHER.
- Budget: 2,316,399.66 euros.
Expropriations and affected owners
The annex to the announcement contains the specific and individualized list of assets and rights affected by the compulsory expropriation procedure, with 39 estates or references. The first of these is plot 198 of polygon 21 (cadastral reference 35028A02100198), in the area of Los Molinos, owned by BEMOX, S.L., with 399.32 meters of affected line and 1,197.95 m² of right-of-way easement.
Among those affected are the Tías City Council, the Insular Council of Lanzarote, and private owners such as Margarita Rosa Hernández Bonilla, Luis Norberto Rivero Correa, Nicolás Machín Medina, Daniela Nespolo, Joaquín Curbelo Martín, Nieves del Pino Aparicio Bonilla, and Felix Bonilla Bonilla, as well as companies such as Atardecer Lanzarote, S.L., Jardinería La Lajita, S.L., and Multicines Atlántida Lanzarote, S.L.. Most of the impacts are resolved through electric energy right-of-way easements over pasture, arable, or dry farmland.
Allegations and signature of the announcement
The technical documents may be examined at the office of the General Directorate of Energy, on the 2nd floor of the Multi-Purpose Building III in Las Palmas de Gran Canaria, by prior appointment, as well as at the electronic address indicated in the announcement. Allegations must be submitted within thirty days starting from the day following the publication.
The announcement was signed in Las Palmas de Gran Canaria on September 18, 2026, by the head of the Energy Technical Area, Alberto M. Blasco Lorenzo, by delegation of the Director General of Energy granted via Resolution number 462/2026, of March 20, 2026.
The processing opens the door for the owners of the affected estates in the municipality of Tías to discuss the easements and occupations before the General Directorate of Energy resolves the authorization and public utility, a prior step to an eventual expropriation. The project is added to the Tías I plant, with which it shares the simplified environmental assessment, within a context of solar energy expansion in Lanzarote.
