Energía otorga a Soles del Norte concesión eléctrica definitiva en Ovalle

The Ministry of Energy granted Soles del Norte SpA the definitive electrical concession to establish the “Soles del Norte 5x33 kV Underground Electrical Line,” in the commune of Ovalle, Coquimbo Region. The decision is contained in exempt decree No. 239, signed on September 30, 2026, and was published in the Official Gazette of the Republic of Chile No. 44,572, on Tuesday, October 13, 2026, Section II, pages 1 to 3 (CVE 2884314).

The act is issued under articles 11 and 29 of the decree with the force of law No. 4/20.018, of 2006, which establishes the consolidated text of the General Law of Electrical Services, and law No. 19,880, on administrative procedures. The Superintendency of Electricity and Fuels provided a favorable report via electronic ordinary letter No. 347211, dated August 26, 2026, which becomes part of the decree. Pursuant to resolution No. 36, of 2024, of the Comptroller General of the Republic, electrical transmission concessions are exempt from the toma de razón (legal review) process.

The project is located in the province of Limarí and its general works plan is PGO 001, consisting of two sheets from November 2025. The total budget for the works amounts to $275,638,856.

A five-circuit line to evacuate solar energy

The work consists of a 33 kV transmission line, underground type and with five circuits, whose objective is to evacuate the electrical energy generated by the Soles del Norte Photovoltaic Park (projected Phase II). The layout connects to chamber C3, located within the Soles del Norte Photovoltaic Park (projected Phase I), and from there, via an interior evacuation line, it reaches the Soles del Norte Step-up Substation.

From the Soles del Norte - Don Goyo 1x220 kV Transmission Line, the energy will be transported to the Don Goyo S/E Expansion, an integral part of the Don Goyo S/E (existing), owned by Sonnedix Don Goyo Transmisión S.A., to finally be injected into the National Electrical System (SEN).

The decree specifies that only the underground line is covered by the concession; the rest of the facilities are mentioned solely to provide full understanding of the act:

  • Soles del Norte 5x33 kV Underground Electrical Line
  • Soles del Norte Photovoltaic Park (projected Phases I and II)
  • Interior Evacuation Line (projected)
  • Soles del Norte Step-up Substation (projected)
  • Soles del Norte - Don Goyo 1x220 kV Transmission Line (projected)
  • Don Goyo S/E Expansion (projected)
  • Don Goyo S/E (existing)

Length, easement, and affected owner

The line considers a total length of 498.82 meters between chamber C1 and chamber C3, but the concession is imposed for only 196.80 meters, between the starting point and the ending point. The difference is explained by the fact that no concession is requested within the properties where the photovoltaic parks are located. The coordinates are expressed in UTM, Datum WGS 84, Zone 19S.

Along its route, the project crosses a private property, therefore an electrical easement is established under the terms of the General Law of Electrical Services:

  • Owner: Inmobiliaria e Inversiones Altoverde Ltda.
  • Property: Lote 7 Bien Común I, Ovalle, Limarí, Coquimbo
  • Registration: C.B.R. 3796 VTA. Ovalle, year 2019, page 3721
  • Length of affectation: 196.80 meters
  • Area of affectation: 845.65 m²
  • Plan: PES-01

Terms, obligations, and signing of the decree

The concession is granted for an indefinite term. The start and total completion of the works shall be six months, counted from the publication of the decree in the Official Gazette, although they may begin earlier if voluntary agreements are reached with the affected owner. The concessionaire must provide the energy transport service under the quality and continuity conditions established by law and regulations, and fully remove the installations when they become obsolete.

The decree bears the signature of the Minister of Energy, Ximena Rincón González, by order of the President of the Republic, and was transcribed by Andrea Verónica Soto Araya, head of the Legal Division of the Undersecretariat of Energy.

The publication enables the construction of the evacuation infrastructure for the solar park and establishes the conditions of the easement over a property in Ovalle, thus defining both the construction schedule and the rights and obligations of the affected owner and the concessionaire company.
