Energy authorizes the Valiente photovoltaic module of 5.223 MW in Almudévar

The General Directorate of Energy and Mines of the Government of Aragon has granted the prior administrative authorization and the construction authorization for the photovoltaic module of the Valiente hybrid installation, with an installed capacity of 5.223 MW, promoted by Renovalia Cies, SL in the municipality of Almudévar (Huesca). The resolution, dated June 17, 2026, is signed by the Director General of Energy and Mines, María Yolanda Vallés Cases, and is published in the Official Gazette of Aragon number 205, dated October 22, 2026, in section V of announcements (csv BOA20261022022). The file is processed under numbers IP-PC-0280/2022 of the General Directorate and G-H-2022-002 of the Provincial Service of Huesca.

The regional jurisdiction derives from article 75.4 of the Statute of Autonomy of Aragon, and the procedure is carried out in accordance with chapter II of title VII of Royal Decree 1955/2000, of December 1, which regulates authorizations for electrical energy installations, together with Law 24/2013 of the Electricity Sector and Royal Decree 413/2014 on renewable production. The promoting company, with NIF B84357052 and registered office in Villarrobledo (Albacete), submitted the application on February 11, 2022, to the Provincial Service of Huesca, which issued its report-proposal for resolution on June 5, 2026.

The project was submitted for public consultation via an announcement published in the Official Gazette of Aragon number 79, dated April 28, 2025. According to the resolution, no objections were received as a result of this process.

A park of 8,736 modules over 10.74 hectares

The photovoltaic module will be built in the municipality of Almudévar, with a fenced area of 10.74 hectares. Its main characteristics, according to the execution project “PSFV hibridación Valiente 5.223 MW”, are as follows:

• 8,736 bifacial monocrystalline silicon photovoltaic modules of 685 Wp, with a total peak power of 5.9842 MWp.
• 312 single-axis trackers, with strings of 28 modules each.
• Two inverters of 2,611 kW and 2,612 kW, with a total active power of 5.223 MW.
• One transformer of 5,223 kVA and 30/0.615 kV at the transformation and inversion center.
• A 30 kV underground line of 2,445 meters to the Valiente 30/220 kV substation, already existing in the wind farm of the same name.
• Connection point at the Gurrea 220 kV substation, owned by Red Eléctrica de España.
• Execution budget of 2,387,517.78 euros.

The installation falls under subgroup b.1.1 of Royal Decree 413/2014 and is part of a hybridization: the total installed capacity reaches 25.223 MW, of which 20 MW correspond to the wind module already in operation. The recognized access capacity is 20 MW, updated on November 20, 2025.

Favorable reports with conditions and without neighborhood opposition

During the processing, separate copies were sent to the affected bodies. The Almudévar City Council did not issue a report; the Gurrea de Gállego City Council reported favorably with conditions on April 16, 2025, and the Provincial Sub-directorate of Urbanism of Huesca did the same on May 9, 2025. RWE Renewables Iberia, SAU declared on April 30, 2025, that it saw no incompatibility with its Río Gállego wind farm, provided that certain conditions were met. The promoter expressed their agreement with all of them.

On the environmental front, the Aragonese Institute of Environmental Management resolved on February 10, 2025, not to subject the project to an ordinary environmental impact assessment, with reference 500806/01M/2022/11242, a decision published in the Official Gazette of Aragon number 111, dated June 12, 2025.

Three years to operate and decommissioning guarantee

The authorization sets a period of three years, counting from the day following the notification, to obtain the operating authorization, extendable only through a reasoned request and an express resolution. Before that authorization, the holder must deposit a guarantee of twenty euros per installed kilowatt, in accordance with article 18 of Decree-law 2/2016, and present a hydrological study of the watershed with erosion control measures. They must also notify the Provincial Service of Huesca of the start of works at least one month in advance.

Condition number 5 requires the installation of a control system that prevents injecting more active power into the grid than the granted access capacity, given that the installed power exceeds it. The financial guarantee deposited in the Deposit Fund of the Government of Aragon, file AV-ARA-02294, covers a maximum of 5.223 MW.

Subject to property rights

The resolution specifies that the authorization is granted “subject to property rights and without prejudice to third parties,” such that it does not imply any pronouncement on the need for occupation of the affected assets. The availability of the land must be obtained through legally valid means, and any subsequent expropriation procedure will be subject to its own processing. An administrative appeal may be filed against the resolution, which does not exhaust the administrative route, before the Counselor of Economy, Competitiveness, and Employment within one month.

The approval of the Valiente photovoltaic module consolidates the hybridization of an already operational wind node in the Hoya de Huesca region and adds 5.223 MW of renewables to the system, albeit with the administrative warning that the occupation of the land remains pending agreements with the owners. For the plot holders in Almudévar and Gurrea de Gállego, the announcement opens the way for negotiations or, if applicable, an expropriation proceeding that has not yet been initiated.
