Energy authorizes Sullair to operate Chingolo 24 MW BESS batteries

The Secretariat of Energy of the Ministry of Economy authorized Sullair Argentina S.A. to enter the Wholesale Electricity Market (MEM) as a Storage Generating Agent for its Chingolo Sull BESS Storage Plant, of 24 MW, located in the District of Quilmes, Province of Buenos Aires. The measure was published in the Official Gazette of the Argentine Republic on September 16, 2026, First Section (official reference: notice 347509), and enables the plant’s connection to the Argentine Interconnection System (SADI).

The request and previous procedure

The company had requested its incorporation through notes dated October 8, 2025, and April 9, 2026 (IF-2025-112211255-APN-DGDA#MEC and IF-2026-35964033-APN-DGDA#MEC), which gave rise to files EX-2025-112210454-APN-DGDA#MEC and EX-2026-35963895-APN-DGDA#MEC, processed jointly with files EX-2026-36422886-APN-DGDA#MEC and EX-2026-78827372-APN-DGDA#MEC.

The request to enter the MEM was published in Official Gazette No. 35,981 on August 31, 2026, and no objections were received that would prevent the measure from being issued. Prior to the signing, the National Directorate of Regulation and Development of the Electricity Sector of the Undersecretariat of Electric Energy and the permanent legal service of the Ministry of Economy intervened.

Technical endorsement from CAMMESA

The Wholesale Electricity Market Management Company S.A. (CAMMESA) reported, via Note No. B-184514-1 dated April 6, 2026 (IF-2026-35657199-APN-DGDA#MEC), contained in file EX-2026-35656030-APN-DGDA#MEC, that the company meets the requirements demanded for its entry and administration in the MEM. Specifically, it verified:

• Points 5.1 and 5.2 of Annex 17 of the Procedures for Operation Programming, Load Dispatch, and Price Calculation in the Wholesale Electricity Market, approved by Resolution No. 61 of April 29, 1992, of the former Secretariat of Electric Energy.
• The information required for the System’s Seasonal Database, Chapter 2 and Annexes 1 and 2 of the Procedures.
• The commitment to present the documentation of Chapter 1 and Annex 24 regarding the SCOM, SMEC, and SOTR communication systems.

Connection point and responsibilities

The plant will be linked to the SADI via 13.2 kV buses at the Localidad de Monte Chingolo Substation, within the jurisdiction of the Empresa Distribuidora Sur Sociedad Anónima (EDESUR S.A.). The resolution instructs CAMMESA to charge any additional costs incurred by other MEM agents and any penalties that the Technical Transport Function (FTT) providers must pay for eventual unavailability resulting from the connection to Sullair Argentina S.A., the owner of the plant in its link with the SADI, with the authority to apply these charges within the seasonal period in which they occur.

The regulation was issued in exercise of the powers conferred by articles 35 and 36 of Law No. 24,065 and Section IX of Annex II of Decree No. 50 of December 19, 2019, and its amendments. The notification reaches Sullair Argentina S.A., CAMMESA, EDESUR S.A., and the National Regulatory Entity for Gas and Electricity (ENRGE), a decentralized body operating under the Secretariat of Energy.

The authorization adds 24 MW of battery storage to the Argentine electrical system and consolidates the entry of a new type of agent—the storage generator—into the wholesale market, with a connection point in the Greater Buenos Aires area. For users in the EDESUR S.A. area, the plant’s operation implies additional backup capacity and power management in the local grid, while the company exclusively assumes the costs and penalties associated with its performance in the SADI.
