Energía archiva el expediente de la fotovoltaica Valentina Solar en Sanabria

The General Directorate of Energy Policy and Mines has accepted the withdrawal by Planta FV 130, S.L.U. of its application for prior administrative authorization and administrative construction authorization for the Valentina Solar photovoltaic plant, with 60.382 MW, and has agreed to archive file PFot-233. The resolution, signed in Madrid on October 2, 2026, by the general director Manuel García Hernández, is published in the Official Gazette of the Province of Zamora no. 118, of October 9, 2026, in section I. State Administration. The same body also accepts the withdrawal of the Valentina wind farm, with 90 MW, intended to hybridize the plant, and archives file PEol-FV-256.

The project was processed in accordance with Article 53 of Law 24/2013, of December 26, on the electricity sector, and Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations, with an environmental assessment under Law 21/2013, of December 9. State jurisdiction derives from Article 3.13 of Law 24/2013, which reserves to the General State Administration the authorization of production installations with a capacity exceeding 50 electrical MW.

The withdrawal was submitted on June 29, 2026, under Article 94 of Law 39/2015, of October 1, on the common administrative procedure. The promoter justifies it based on the unfavorable reports issued by administrations, agencies, and public service companies, “mainly of an environmental nature,” and maintains that the only way to make the plant viable after the power reduction was through its hybridization with the wind farm, leaving both projects linked to guarantee the technical and economic viability of the common infrastructure.

Adverse environmental report from the Junta de Castilla y León

The plant’s file accumulated unfavorable reports during the processing of the prior administrative authorization for modifications and the construction authorization, which reduced the plant’s capacity from 124.88 MW to 60.382 MW. The promoter expressly cites the unfavorable report from the General Directorate of Infrastructure and Environmental Sustainability of the Junta de Castilla y León, dated May 18, 2026, which considered that the evaluated version “implies significant impacts on the natural values of the environment, resulting, therefore, in being environmentally unfeasible.”

The promoter further states that, despite having administrative construction authorization, construction work on the installation has not commenced.

Shared evacuation and final procedures

The common evacuation infrastructure —collector transformer substation and 220 kV overhead-underground line— was authorized by resolution dated June 28, 2023, from the Territorial Service of Industry, Trade and Economy of Zamora, file RI 22641, at the request of Emaldi Project Spain, S.L., for the Ribadelago I, Sanabria I, and Valentina Solar plants, in the municipal districts of Palacios de Sanabria and Rosinos de la Requejada.

The hearing procedure was notified on September 2, 2026, for the plant file and on September 8, 2026, for the wind farm file; the developer responded on September 23, 2026, expressing their agreement with the content of the proposal. Against the resolution, which does not end the administrative route, an administrative appeal may be filed before the Secretary of State for Energy within one month from the day following its notification.

The archiving of both files closes for now the development of this renewable hub in the Sanabria region and nullifies the authorizations already granted for the plant, as construction works had not begun. For the owners of affected lands in Asturianos, Rosinos de la Requejada, Palacios de Sanabria, and Espadañedo, the decision clears the uncertainty regarding the occupation of their estates, while the energy future of the area remains pending new developers or the execution of the shared evacuation infrastructures.
