Por FactBox Admin

The Encinedo City Council has opened for public exhibition the four construction projects with which it is applying to the IOS Plan 2025 of the Provincial Council of León, with a combined base tender budget of 251,104.93 euros. The agreement was adopted by the municipal Plenary in an ordinary session on September 28, 2026, and the announcement is published in the Official Gazette of the Province of León no. 200, dated October 21, 2026, with official reference BOP-LE-2026-200003. Interested parties have twenty business days to examine the documentation and submit allegations.
This procedure is the preliminary step to contracting: during the public exhibition period, the projects may be reviewed by any interested party at the municipal offices, and they will be considered definitively approved if no claim is filed. The announcement occupies page 12 of 114 of the gazette and appears in the summary of the official journal among the 37 announcements of the day, within the Local Administration section.
Four actions for 251,104.93 euros
The purpose of the announcement is a set of four construction projects grouped under a single file and the same funding:
- Repair of the cazario (hunting lodge).
- Construction of a stargazing viewpoint at Alto del Carbajal.
- Service area for motorhomes.
- Adaptation and signaling of a mountain route between Quintanilla, La Baña, and La Fervienza.
The total base tender budget amounts to 251,104.93 euros, according to the text signed by the mayor, José Manuel Moro Carrera. The announcement does not break down the amount for each of the four actions.
Two drafters for the four projects
The technical drafting of the projects corresponds to two professionals, as detailed in the announcement:
- Claudia Sánchez-Lagarejo Fernández, Civil Engineer.
- Javier López-Sastre Núñez, architect.
Twenty business days and electronic office
The public exhibition period is twenty business days starting from the day following the publication of the announcement in the Official Gazette of the Province of León. The documentation can be consulted at the municipal offices and also at the city council’s electronic office, https://encinedo.sedelectronica.es/.
The City Council is headquartered at Plaza Adolfo Suárez in Encinedo, postal code 24745, with telephone 987664069 and fax 987972030, data which appear at the bottom of the official announcement.
The framework of the IOS Plan 2025
The IOS Plan 2025 is the infrastructure, works, and services program of the Provincial Council of León, through which the province’s town halls finance works of municipal interest. In these same weeks, other local councils are processing equivalent projects charged to the same plan, such as Quintana y Congosto, which presented two projects for 115,978.89 and 115,972.89 euros in the October 6 bulletin, or Riego de la Vega, which approved the urbanization of streets in the industrial estate for 226,716.82 euros in a plenary session on September 3.
The administrative activity of the Encinedo Town Hall during those dates is not limited to works: the same plenary session on September 28 initially approved the General Budget for the 2027 fiscal year, which was also submitted for public exhibition in the October 8, 2026 bulletin, with reference BOP-LE-2026-192004.
The processing of the four projects also arrives at a time of closing the municipal budgetary calendar, as the announcement is published barely two weeks after the opening of the economic file for the next fiscal year.
The relevance of the news is twofold for the municipality: on one hand, it unlocks four small-scale but daily-use actions—from the repair of water infrastructure to a signposted mountain route or an area for motorhomes—oriented toward a mountain municipality with a strong rural tourism presence. On the other, if there are no claims within twenty business days, the projects will be definitively approved and the Town Hall will be able to tender the works, which creates work for the local construction sector in an environment of small-value contracts.
