Por FactBox Admin

The Board of Directors of the Municipal Housing and Land Company of Melilla, S.A. (EMVISMESA) approved on October 15, 2026, the call for the service contract titled “External prevention service” of the company, processed as file 18/2026/CMA through an open procedure and ordinary processing. The announcement is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6424, corresponding to Tuesday, October 20, 2026, with the official reference BOME-A-2026-1184.
EMVISMESA is the municipal commercial company of the housing and land sector of the Autonomous City of Melilla, and its activities include the management of public parking lots at Isla Talleres, Plaza de las Cuatro Culturas, Cruz Roja, Mercadona, and Mercado Central. The call is resolved by its Board of Directors, and the announcement appears signed in Melilla on October 16, 2026, by the secretary of that body, Mª Inmaculada del Campo Sedano.
The published text is a call announcement: it identifies the object, the file number, and the type of procedure, and refers to official links for the rest of the information. The announcement does not include the base tender budget, the deadline for submitting bids, or the CPV code of the contract, data which must be consulted in the procedure file.
Object and processing of the contract
The resolution calls for a service contract whose object is the provision of the external prevention service of the municipal company, that is, the external coverage of the prevention functions that the company is entrusted with regarding its own staff and activity.
The data collected in the announcement are as follows:
- Object: “External prevention service of the Municipal Housing and Land Company of Melilla, S.A. (EMVISMESA)”.
- File: 18/2026/CMA.
- Procedure: open, with ordinary processing.
- Contracting body: Board of Directors of EMVISMESA.
- Publication: BOME number 6424, of October 20, 2026, pages 5228 and 5229.
A company with several open tenders
The call for the external prevention service is added to other tenders that the municipal company has published in the last month and a half, all of them under open procedure and ordinary processing:
- 16/2026/CMA: cleaning and conservation of the public parking lots managed by EMVISMESA, by resolution of the Board of Directors of September 10, 2026 (BOME number 6414, of September 15).
- 17/2026/CMA: maintenance of the facilities of those same parking lots, by resolution of September 29, 2026 (BOME number 6419, of October 2).
- Long-term credit operation for 4,500,000 euros to finance investments from the company’s 2026 budget (BOME number 6414, of September 15).
In the same field of prevention, BOME number 6412, dated September 8, 2026, published the call for the external prevention service of PROMESA (Proyecto Melilla SAU), file 29/26, approved by resolution of its Board of Directors on July 16, 2026.
Where to consult the specifications
The announcement indicates two ways to obtain the tender information: the procedure file on the State Procurement Platform, the link for which appears in the published text, and the company’s contractor profile, hosted at www.emvismesa.es. It is in these two spaces where the specifications, the amount, and the deadlines must be consulted before submitting an offer.
The publication of this call opens the possibility for occupational risk prevention companies from Melilla and the rest of the country to compete for a service contract with a municipal company that, in barely six weeks, has put out to tender the cleaning and maintenance of its parking lots and now the external coverage of its prevention. For firms in the sector, the announcement represents a recurring business opportunity in the local area, with the warning that the economic conditions and deadlines are not in the bulletin and require consulting the procurement platform.
