EMVISMESA tenders the maintenance of five public parking lots in Melilla

The Board of Directors of the Municipal Housing and Land Company of Melilla S.A. (EMVISMESA) has called, by resolution of September 29, 2026, for the service contract for the maintenance of the facilities of the public parking lots of Isla Talleres, Plaza de las Cuatro Culturas, Cruz Roja, Mercadona, and Mercado Central. The announcement is published in the Official Gazette of the Autonomous City of Melilla (BOME) number 6419, dated Friday, October 2, 2026, with the official reference BOME-A-2026-1112 and file number 17/2026/CMA.

The call is processed through an open procedure, ordinary processing, and plurality of criteria, the usual format for the contracting of services by the municipal company. The resolving body is the Board of Directors of EMVISMESA, and the announcement appears signed in Melilla on September 30, 2026, by the Secretary of the Board of Directors, Mª Inmaculada del Campo Sedano.

Object and scope of the contract

The contract is officially titled “Maintenance of the facilities of the public parking lots of Isla Talleres, Plaza de las Cuatro Culturas, Cruz Roja, Mercadona, and Mercado Central, managed by EMVISMESA.” The five included sites are:

• Isla Talleres
• Plaza de las Cuatro Culturas
• Cruz Roja
• Mercadona
• Mercado Central

All of these are managed by the municipal housing and land company, which thus assumes the conservation of the facilities of a parking network distributed across different points of the city.

Background: three tenders in two months

The call for file 17/2026/CMA is added to two other recent tenders by EMVISMESA regarding the same parking lots, which constitutes a staggered service contracting package:

• File 13/2026/CMA, called by resolution of August 7, 2026, and published in BOME number 6407, dated August 21, 2026, p. 4503, for the operational management, access control, stay and exit, user assistance, and support for the operation of the parking lots of Isla Talleres, Plaza de las Cuatro Culturas, Cruz Roja, and Mercado Central.
• File 16/2026/CMA, called by resolution of September 10, 2026, and published in BOME number 6414, dated September 15, 2026, p. 4737, for the cleaning and conservation of the parking lots of Isla Talleres, Plaza de las Cuatro Culturas, Cruz Roja, Mercado Central, and Mercadona.
• File 17/2026/CMA, now published, which covers the maintenance of the facilities of those same sites.
