Por FactBox Admin

The Department of Enterprise and Work of the Generalitat de Catalunya has increased by 1,000,000.00 euros the 2026 call for grants for productive investment projects in Catalonia. The decision is set out in Resolution EMT/3426/2026, of September 18, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9760, of September 29, 2026, within the Other provisions section, with the reference CVE-DOGC-A-26268028-2026. The resolution takes effect on the day of its publication.
The current call was opened via Resolution EMT/634/2026, of March 3, derived from the regulatory bases approved by Order EMT/42/2024, of March 7 (DOGC no. 9121, of 13.3.2024). Section 5 of Annex 1 of that resolution set a maximum amount of 37,628,660.23 euros, charged to budget item IU1501 D/770000100/6220 of the 2026 budget of the Directorate General of Industry. The call is identified with the reference BDNS 891104.
An additional allocation of one million euros
The first resolving section increases the amount provided for in point 5.1 of Annex 1 of Resolution EMT/634/2026 by an additional 1,000,000.00 euros. With this increase, the total amount of the call is established at 38,628,660.23 euros, which will be made effective by charging the same budget item of the 2026 budget of the Directorate General of Industry.
The expansion is possible because section 5.2 of the call resolution provides that the total maximum amount can be increased in accordance with article 92.4.b) of Legislative Decree 3/2002, of December 24, which approves the revised text of the Public Finance Law of Catalonia. The resolution is issued under article 12 of Law 13/1989, of December 14, and takes into account Law 10/2026, of July 9, on the budgets of the Generalitat for 2026.
Planned changes in the regulatory bases
The modification of the call comes after the publication of Order EMT/158/2026, of August 25 (DOGC no. 9740), on August 28, 2026, which modified Order EMT/42/2024 in three points:
- Base 2: the execution period is decoupled from the year of publication of the call and extends from the first business day of the year of the call up to a maximum of 18 months from its publication.
- Base 8.3: the minimum required expenditure is set at 50% of the eligible investment, and the calculation of partial revocations is specified.
- Base 28.5: it is clarified that partial revocation only affects the proportional part subject to the grant when the aid has been limited to 500,000.00 euros or by state aid regulations.
This order is applicable to the 2024 calls (Resolution EMT/842/2024, of March 14), 2025 (Resolution EMT/810/2025, of March 5), and 2026 (Resolution EMT/634/2026, of March 3).
Deadlines and avenues for appeal
Resolution EMT/3426/2026 exhausts the administrative route. The following may be filed against it:
- An optional appeal for reversal (recurso potestativo de reposición) before the Minister of Business and Labor, within a period of one month from the day following the notification.
- A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia, within a period of two months.
The resolution is dated Barcelona, September 18, 2026, and is signed by the Minister of Business and Labor, Miquel Sàmper i Rodríguez.
The expansion of the funding is relevant for the companies applying to this line of grants, as it raises the available ceiling of the 2026 call to 38.6 million euros and comes after a reform of the rules affecting the project execution period and the calculation of partial revocations.
