Employment appoints García Barcia as alternate member of the Labor Relations Council
Por FactBox Admin

The Department of Employment, Trade and Emigration has appointed María José García Barcia as an alternate member of the Plenary of the Galician Council of Labor Relations, representing the National Union of Workers’ Commissions (CC.OO.) of Galicia. The appointment replaces Carmen Adela Sabio Sanz in the position and is signed by the regional minister José González Vázquez. The decision is made public in the Order of October 1, 2026, disseminated in the Official Gazette of Galicia (DOG) no. 193, Friday, October 9, 2026, within section II. Authorities and personnel, epigraph B) Appointments, on page 51938.
Regulatory framework of the appointment
The order is based on article 7 of the Resolution of October 23, 2008 (DOG no. 221, November 13), which provides for the publication of the internal regulation of organization and functioning of the Galician Council of Labor Relations. That regulation establishes that trade union and employer organizations designate their representative members, who are appointed by the head of the department competent in labor matters.
The text expressly invokes the possibility of substitution collected in the same article 7, by virtue of the agreement to designate an alternate member of the Plenary of the Council of Labor Relations. The resolution was signed in Santiago de Compostela on October 1, 2026, eight days before its publication in the bulletin.

- María José García Barcia: new alternate member of the Plenary, representing the SN of CC.OO. of Galicia.
- Carmen Adela Sabio Sanz: person being replaced in the position.

A body with its own regulation since 2008
The Galician Council of Labor Relations has an internal regulation of organization and functioning published in the DOG in November 2008, which sets the regime for the designation and substitution of its members. The regulation reserves the proposal of the persons representing them to the trade union and employer organizations, while the formal appointment corresponds to the department competent in labor matters.
The activity of the body is habitually reflected in the official bulletin. Thus, the DOG has been publishing offers for base positions linked to the Council, located in Santiago de Compostela, such as the position identified with code TRI010000015770008, corresponding to subgroup C1. The Council’s headquarters also serves as the location for joint committees for collective agreements, as stated in other resolutions published in the same official gazette.
Effects of the substitution
The appointment takes effect from its official publication and covers the vacancy produced in the representation of CC.OO. of Galicia in the Plenary. This is a substitute appointment, a figure provided to guarantee the continuity of union representation in the body’s deliberations.
The order exhausts its content in a single article, dedicated exclusively to the appointment, and does not incorporate challenge periods or additional instructions. The official reference of the document is CVE-DOG: mszydrc3-azr7-e931-dlc9-9ekpk8bczkd4.
The renewal of personnel in the Galician Council of Labor Relations is important to anyone interested in collective bargaining and Galician social dialogue: those who sit on its Plenary condition the reports and pronouncements that affect agreements, working conditions, and relations between employers and unions in Galicia.
