Employment grants 27,000 euros to the College of Social Graduates of Alicante

The Regional Secretariat of Employment has granted a nominative subsidy of 27,000 euros to the Official College of Social Graduates of Alicante to fund the operation of its Socio-Labor and Social Security Information Point Office during the 2026 fiscal year. The decision is formalized in the resolution of September 28, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10469, of October 13, 2026, section III, with the official reference DOGV-C-2026-31776.

A nominative line established in the 2026 budgets

The aid is framed within the budgetary line S0786, titled “Official College of Social Graduates of Alicante”, under chapter IV of subprogram 315A00, Working Conditions and Administration of Labor Relations. The allocation appears in Law 4/2026, of July 22, on the Generalitat budgets for 2026, published in DOGV no. 10425, of August 10, 2026.

As it is a subsidy specifically provided for by name in the budget law, it is granted directly under article 168.1.A) of Law 1/2015, of February 6, on public finance, the instrumental public sector, and subsidies. Management corresponds to the Directorate General of Labor, Cooperativism, and Occupational Safety, under the First Vice-Presidency and Department of Housing, Employment, Youth, and Equality.

The administrative file is TRNOMI/2026/S0786//1 and the beneficiary entity, with CIF Q0369001C, has proven to be up to date with its tax and Social Security obligations, as well as not being a debtor for the reimbursement of subsidies.

Office open to all citizens at the Social Courts

The purpose of the subsidy is to maintain an office that offers basic consultation and information services on socio-labor and Social Security matters to any person who requires them. The guidelines establish the following means:

• Human resources: the staff must include at least one Social Graduate, providing coverage for the entire working week and a minimum schedule from 9:00 to 14:00.
• Material resources: the college will provide computer and telematics equipment, legislation and jurisprudence databases, furniture, and office supplies.
• Premises: the office is located in the Social Courts of Alicante.
• Eligible expenses: salary costs of the assigned personnel and general operating expenses, incurred between January 1 and November 30, 2026.

The funding is charged to the budgetary application G01140302GE00000.315A00.48101. The aid falls under the de minimis regime of Regulation (EU) 2023/2831, which limits the total amount of such aid received by a single entity to 300,000 euros over three years.

Justification of expenditure and administrative control

Payment will be released upon presentation of the supporting documentation, with a deadline of November 30, 2026. The justification account shall include an activity report, with a database of the consultations handled, and a financial report with a classified list of expenses, payrolls, and invoices.

The supporting documentation for the payment of incurred expenses may be submitted until January 15, 2027. If the justified expenses are lower than the planned contribution, the grant will be reduced by the corresponding amount, and the entity will have ten days to remedy any possible deficiencies.

The Directorate General of Labor, Cooperativism, and Occupational Safety will assume the monitoring and control of the actions, with the possibility of demanding reimbursement if the conditions are not met or the expenditure is not justified. This resolution exhausts the administrative route: a motion for reconsideration may be filed within one month, or a contentious-administrative appeal within two months before the Contentious-Administrative Chamber of the High Court of Justice of the Comunitat Valenciana.

Relevance

The grant ensures the continuity of a free socio-labor guidance service in the province of Alicante, within a context of high litigation in the Social Courts. The budgetary support allows for the maintenance of specialized personnel and direct assistance to workers and companies, and reinforces the role of the professional association as a gateway to basic information on labor and Social Security rights.
