Interested parties summoned for appeal against oppositions of the Canarian Higher Body

The General Directorate of the Civil Service of the Government of the Canary Islands has published in the Official Gazette of the Canary Islands number 185, dated September 15, 2026, the Resolution of September 2, 2026, by which it forwards the case file and summons all those who appear as interested parties in the contentious-administrative appeal being processed as ordinary procedure (PO) no. 201/2026 before the High Court of Justice of the Canary Islands. The announcement, signed by the general director Francisco Javier Rodríguez del Castillo, is published in section V of Announcements, page 34586.

The appeal has been filed by Ms. Marta de la Ascensión Torrellas Román against Resolution no. 1333/2026, dated April 16, 2026, from the general director of the Civil Service, which dismisses the administrative appeal filed against the Resolution of January 28, 2026, of the Qualifying Board of the selective tests for entry, via the general open access system, into the Higher Body of the Administration, General Administration Scale (Group A, Subgroup A1), of the Public Administration of the Autonomous Community of the Canary Islands.

Object of the appeal

The litigation is framed within the open access selection process for the Higher Body of the Canarian Administration, one of the most crowded calls for applications in the regional civil service. The plaintiff challenges the resolution of the Qualifying Board of January 28, 2026, confirmed on appeal by the General Directorate of the Civil Service on April 16, 2026.

Given that the act subject to challenge could affect a plurality of persons to be determined, the General Directorate considers the scenario of Article 45.1.a) of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, to be applicable, and proceeds to its publication in the official gazette in accordance with Articles 48 and 49 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

Deadline for appearance

The resolution orders, first, the forwarding of the judicialized administrative file corresponding to the appeal. Second, it summons all those who appear as interested parties so that they may appear and present themselves as defendants before the court within a period of nine days, counted from the day following the publication of the resolution.

Relevance for candidates

Interested parties wishing to defend their position in the proceedings must appear before the court within the specified period, although failure to appear will not prevent the process from continuing.
