Court summons for the security contract of the Marqués de Vallejo center

The General Technical Secretariat of the Department of Education and Employment of the Government of La Rioja has summoned potential interested parties in ordinary procedure 180/2026, which is being processed by the Administrative Litigation Chamber of the High Court of Justice of La Rioja. The announcement is published in the Official Gazette of La Rioja no. 183, dated September 23, 2026, by means of Resolution 17/2026, dated September 18, of the aforementioned General Technical Secretariat (official reference BOR-A-20260923-III–3619). Affected parties have a period of 9 business days to appear.

The summons is issued in compliance with the request made by the Chamber and in accordance with the provisions of Article 49 of Law 29/1998, of July 13, regulating the Administrative Litigation Jurisdiction. The origin of the litigation

Ordinary procedure PO 180/2026 was filed by María Rosa Casas Cano, acting in the name and representation of Grupo Control Empresa De Seguridad, S.A., as stated in the published official text.

The company directs its claim against the presumed dismissal by administrative silence of the claim relating to the contract titled “Surveillance and security service at CEE Marqués de Vallejo”, formalized by the Department of Education, Culture, Sport and Youth. The object of the appeal is the contractual fulfillment of the contract and the amounts derived therefrom.

Deadline and effects of the appearance

The resolution summons potential natural and legal persons interested so that, if it serves their legal rights, they may appear before the judicial body in the referred process. The deadlines and conditions are as follows:

The center and the contract

The disputed contract refers to the surveillance and security service of the Special Education Center (CEE) Marqués de Vallejo, located at Carretera de Burgos, km 4.5, estate of 26007 Logroño. This is a public special education center dependent on the regional educational administration, with its own staff of educational and health personnel published periodically in the same gazette.

The resolution is signed in Logroño on September 18, 2026, by the Technical General Secretary of the Department of Education and Employment, María Inmaculada Guijarro Antón.

The announcement is of direct relevance to any person or entity that proves a legitimate interest in the center’s security contract, as their appearance is necessary to intervene in the process before the file is referred to the court. Publication in the official bulletin replaces individual notification and begins the counting of the period; therefore, anyone who does not appear within 9 business days will remain outside the procedure without further notice.
