Por FactBox Admin

The General Directorate of Human Resources of the Department of Education of the Regional Government of Castilla y León has published a summons notice for parties interested in the contentious-administrative appeal being conducted as abbreviated procedure no. 160/2026 before the Contentious-Administrative Section, court number 3, of Valladolid. The announcement appears in the Official Gazette of Castilla y León no. 196, of October 8, 2026, page 80, with the reference BOCYL-D-08102026-196-17. The appeal is directed against the resolution that publicized the final lists of applicants to occupy teaching positions under an interim regime.
Abbreviated procedure 160/2026 was initiated at the request of Francisco Javier Cortés Sánchez against the Resolution of July 24, 2026, of the General Directorate of Education Professionals, by which the operative part of the resolution of the same date and general directorate was publicized, which approved the final alphabetical list of persons applying to occupy teaching positions under an interim regime, as well as the final lists of all specialties ordered by score.
These lists result from the scoring procedure convened by Order EDU/2/2026, of January 5, which opened the selective procedures for entry, access, and acquisition of new specialties in the bodies of secondary education teachers, official language school teachers, and music and performing arts teachers, in addition to the scoring procedure to establish the lists of applicants for teaching positions under an interim regime and the accreditation of linguistic competence in foreign languages.
The object of the litigation
- Affected bodies: secondary education teachers, official language school teachers, and music and performing arts teachers.
- Challenged act: the publication of the final lists of applicants for teaching positions under an interim regime, ordered by score.
- Judicial body: Contentious-Administrative Section, court number 3, of Valladolid, of the Court of First Instance.
- Agreed procedure: the referral of the administrative file to the judicial body.
The court issued a resolution requesting the referral of the administrative file, a procedure that leads to the publication of the summons in the official gazette. The challenge covers both the final alphabetical list and the final lists of all specialties ordered by score.
Nine-day period to appear
The summons is issued in accordance with the provisions of Article 49 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. Interested parties have a period of nine days to appear and enter their appearance in the proceedings before the aforementioned judicial body.
The document is signed in Valladolid on October 5, 2026, by the Director General of Human Resources, Teresa Barroso Botrán.
Administrative Background
Order EDU/958/2026, of September 23, published in the Official Gazette of Castilla y León no. 189, of September 29, 2026, appointed as civil servants in training the individuals selected in those selection procedures, once the deadline for filing administrative appeals against the aforementioned lists had expired.
Decree 18/2026, of June 29, which establishes the organic structure of the Ministry of Education, provides that references made to the Directorate General of Human Resources shall be understood as being made to the Directorate General of Education Professionals.
Other Open Judicial Fronts
This is not the only contentious matter on this subject. On September 29, 2026, the gazette published another summons edict, in this case regarding ordinary procedure no. 220/2026, brought at the request of Cristina Rodríguez Blanco before the First Section of the Contentious-Administrative Chamber of Valladolid of the High Court of Justice of Castilla y León.
That appeal is directed against the resolution of January 13, 2026, from the Directorate General of Human Resources, which resolved the appeal filed against the list of selected candidates for the Physical Education specialty, derived from the selection procedure for entry into the teaching corps convened by Order EDU/1268/2024, of November 25.
The resolution of these disputes affects the composition of the lists with which the Ministry of Education covers teaching substitutions and vacancies during the school year. Any judicial ruling may alter the calling order of the applicants included in the lists and force a review of already consolidated scores, hence the interest of the affected parties in appearing within the nine-day period.
