Embid approves its 2026 budget and opens the period for allegations
Por FactBox Admin

The Plenary of the Embid City Council initially approved the General Budget, the Execution Bases, and the staff list of civil service, contractual, and temporary personnel corresponding to the 2026 financial year. The agreement was adopted in an ordinary session on September 28, 2026, and is now published in the Official Gazette of the Province of Guadalajara, number 204, dated October 26, 2026, opening a period of fifteen business days for claims and allegations.
The announcement is supported by Article 169 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and Article 20 of Royal Decree 500/1990, of April 20. The text appears signed in Embid on October 21, 2026, by the mayor, Jesús Manuel Refusta Rillo, and is identified with the official reference 2026_2798.
Fifteen business days to submit allegations
The file and the mandatory documentation remain open to the public for a period of fifteen business days starting from the publication of the announcement, that is, from October 26, 2026. During this period, any interested party may examine the documentation at the municipal offices and formulate the allegations they deem appropriate.
The written claim must be submitted within this same period. In accordance with the agreement adopted by the Plenary, the budget will be considered definitively approved if no claim is submitted during the aforementioned period.
What is subject to public information
The plenary agreement comprises three documentary blocks published jointly:
- The General Budget of the Embid City Council for the 2026 financial year.
- The Execution Bases of the voted budget, which establish the management rules for municipal expenditure and income.
- The list of civil service, contractual, and temporary personnel of the Council for 2026.
To this is added the rest of the file and the mandatory documentation required by local treasury regulations for the processing of the annual accounts of local entities.
No economic breakdown in the announcement
The published announcement does not include the breakdown of income and expenses by chapters nor the global amount of the budget, so the specific figures can only be known through direct consultation of the file at the municipal offices.
The publication is limited to the initial approval agreement and the public information process, which is the mandatory previous step before the definitive approval of the accounts.
Other matters from the same plenary
The ordinary session of September 28, 2026, also addressed the modification of Article 5 of the fiscal Ordinance regulating the tax on home collection of garbage or urban solid waste, whose provisional approval is published in the same issue of the bulletin with a public information period of thirty days.
Both files therefore share the same approving body and the same session date, although they differ in the exhibition period: fifteen business days for the budget and thirty days for the fiscal garbage ordinance.
The calendar places the resolution of allegations and, where applicable, the final approval of Embid’s 2026 budget in the weeks immediately following the closing of the period, predictably in November.
The approval of the budget is the step that enables the Embid City Council to execute expenses and income throughout the 2026 fiscal year, therefore the procedure directly affects municipal services and the residents of the municipality. Interested parties have fifteen business days from publication to review the accounts and the personnel staff before the agreement is finalized.
