The Alava representation has made public the project to renew the 66 kV electrical line in Eltziego

The territorial representative of the Department of Industry, Energy Transition and Sustainability of Álava has placed for public information the project to renovate a 66 kV overhead line in Eltziego, together with the detailed list of land expropriations. The decision was signed on September 7, 2026, by representative Javier Aizpuru Ochoa de Eribe, and was published in the 185th issue of the Official Gazette of the Basque Country, on September 28, 2026, under reference 2026/4025. Interested parties have a period of twenty days to submit allegations, starting from the day after the publication.

Project and promoter

The title of the project is «Renovación de Línea Aérea a 66kV S.C. Logroño-Haro I entre los apoyos 179 y 187», and it is located in the municipality of Eltziego, Álava. The promoter is I-DE Redes Eléctricas Inteligentes, S.A.U., which has requested three things: prior administrative authorization, administrative authorization, and a declaration of public utility. The file reference is 01ATY 202500053.

The procedure is based on several regulations: Article 10 of Decree 48/2020, Article 144 of Royal Decree 1955/2000, Article 17 of the Regulation of the Forced Expropriation Law of April 26, 1957, and Article 55 of Law 24/2013, of the Electric Sector. The objective, according to the official gazette, is to improve the quality of the surrounding electrical supply. The budget for the works is 71,624.73 euros.

Land expropriations and owners

The list attached to the announcement includes numerous estates in the municipality of Eltziego, with owners, cadastral data, and affections. The most notable are:

• Antonio Entrena Martínez: 1st estate, 4th polygon, plot 46, meadows.
• Montserrat Fontecha Bocache, Eva María Fontecha Bocache and Francisca Bocache García: 4th estate, 4th polygon, plot 231, dry farmland.
• Bodegas Murua, S.A.: 6th, 7th, 8th, 9th, 10th and 11th estates, in the 5th polygon (plots 88, 92, 94, 93, 97 and 363), dry farmland and meadows.
• J. Antonio Martínez Fernández: 12th and 14th estates, 5th polygon, plots 100 and 259.
• Florentina Llanos Cundín and Ana Isabel Pangua Areta: 13th estate, 5th polygon, plot 258.
• Marina Laorden Domínguez: 20th estate, 5th polygon, plot 283, meadows.
• Irene Bauza Nuin, Jesús Bauza Nuin, J. Ignacio Bauza Nuin, Roberto Bauza Nuin and Lydia Bauza Nuin: 22nd estate, 5th polygon, plot 280.
• Teresa Ibañez Díez Caballero: 24th estate, 6th polygon, plot 5.
• Marcela Laorden San Martín: 27th estate, 6th polygon, plot 193.

Among the affected properties specified, plot 9 of Bodegas Murua, S.A. has a new section of 90.05 meters and an expansion of 22.08 square meters, where support 179 is located. Support 180 is located on plot 10, and support 183, with an area of 2.10 square meters, is on plot 20 of Marina Laorden Domínguez. Plot 11, on the other hand, has the longest section of 95.7 meters.

Allegations and inquiries

The project and the list of land expropriations can be viewed at the Territorial Delegation of Álava in Vitoria-Gasteiz, at Samaniego Street 2, at the corresponding town hall, or on the Basque Government website, in the public information section for projects under the Energy and Mines department. Allegations must be submitted in duplicate at the aforementioned centers within a period of twenty days.

Impact and importance

This procedure has two main consequences for the residents and landowners of Eltziego. On one hand, it opens the way for the execution of the project with the aim of improving the quality of the electrical supply; on the other hand, the owners appearing on the list have the opportunity to submit allegations and negotiate the conditions of the land expropriation before the deadline expires. Persons who do not appear on the list but consider themselves affected may also submit allegations while the project is on public display.
