Public waste prices in Vallès Occidental rise for 2027

The Consortium for Waste Management of Vallès Occidental has definitively approved the update of public prices for waste treatment services and selective collections for the 2027 financial year. The modification of the ordinance, initially approved by the entity’s Plenary Council in the session of July 21, 2026, is published in full in the Official Gazette of the Province of Barcelona on September 25, 2026 (reference CVE 202610141633, file X2026000104). The approval has become definitive as no claims or suggestions were submitted during the public exhibition period, which ended on September 15.

The regulation is based on article 41 of the Revised Text of the Law Regulating Local Treasuries and grants the nature of a public price to the payments made by the consortium administrations for the services they voluntarily request. The ordinance outlines ten different services, from the treatment of the residual fraction to the collection of special waste in small quantities, and sets the rates applicable from January 1, 2027. The text repeals the previous ordinance and was signed in Terrassa on September 16, 2026, by the president of the entity, Rafael Güeto Ortiz.

Treatment of the residual fraction: up to 175 euros per ton

The prices for the treatment of the residual fraction at CTR-Vallès vary depending on who uses the service and where the waste is deposited. All amounts include the impact of the levy on the disposal of rejects, calculated with the contractual value of 53% rejects, according to the current regulations of the Generalitat de Catalunya.

Consortium municipalities, treatment at CTR-Vallès: €140.66/ton.
Non-consortium administrations, treatment at CTR-Vallès: €127.87/ton, VAT excluded.
Non-consortiums with associated transport of rejects within a maximum radius of 50 km: €68.34/ton, VAT excluded.
Consortium municipalities that treat the residual fraction in facilities other than CTR-Vallès: €175.00/ton.
Bulky waste: €114.25/ton, VAT excluded, with the levy calculated at 50% rejects.

The Consortium will invoice these services with monthly settlements based on the tons entered at the plant the previous month, previously validated by the municipal technical services. In the last month of the year, a partial settlement of the entered or estimated tons may be carried out, which is regularized the following month.

Selective collections: organic, domestic oil, and textile

The treatment of the organic fraction (FORM) at the composting and biomethanization plant of Can Barba is charged according to the range of impurities of each municipality, with rates ranging from 106.34 euros per ton (up to 1% impurities) to 205.97 euros per ton (more than 30%). The impurity range is that established by the Waste Agency of Catalonia for the return of the levy to the municipalities.

Domestic oil, container collection: 0 € per kg.
Domestic oil, door-to-door collection: 18.70 €/hour for driver or monitor, 13.20 €/hour for operator and 3.30 €/hour for vehicle.
Textile waste, container collection: 0 € per ton.
Textile waste, door-to-door: 18.56 €/hour for driver or monitor, 17.74 €/hour for operator and 6.52 €/hour for vehicle.
Textile awareness: 250.47 € per educational activity, 1,415.70 € per emerging information point action, 223.25 € per mailbox drop, 103.46 € for material printing and 147.02 € per information point action.

The settlements for these selective collection services are semi-annual, calculated based on the tons collected in the municipality during the previous semester.

Mobile waste collection, special waste and entry into force

Mobile waste collection: 326.70 € per four-hour session on a working day and 387.20 € on Sundays.
Collection of special waste in small quantities (REPQ): 0.00 €.
Supply of containers: 130.00 € for the 500-liter bin, 30.00 € for the 60-liter bin, 10.00 € for the 1,000-liter big bag, 20.00 € for the 2.6-meter big bag for fiber cement and 50.00 € for the 1,000-liter cubitainer.
Extra cleaning of containers: 20.00 €.

The Plenary Council delegates the updating of prices to the Executive Commission, in accordance with articles 8.c and 10.k of the entity’s statutes. The ordinance will enter into force the day after the publication of the full text and not before January 1, 2027. An administrative contentious appeal may be filed against the provision before the Administrative Contentious Chamber of the High Court of Justice of Catalonia within a period of two months, and debts for public prices may be demanded through enforcement proceedings.

The update will pass on to the consortium municipalities, and therefore to their taxes and fiscal ordinances, the increased cost of treatment and selective collection, with amounts of up to 175 euros per ton when treatment is carried out outside the CTR-Vallès and a range of up to 205.97 euros per ton for organic waste with the most impurities. City councils must incorporate these costs into the 2027 budget planning.
