The people of Pallars exhibit the POUM Progress for 30 days

The Els Pallaresos City Council has opened the public information period for the Advance of the Municipal Urban Planning Plan (POUM) and its Strategic Initial Document (DIE), which will remain on display for 30 days so that citizens can consult them and submit allegations. The announcement is published in the Official Gazette of the Province of Tarragona on September 14, 2026, with reference CVE 2026-08450.

The agreement was adopted by the Plenary of the Els Pallaresos City Council in an ordinary session held on July 11, 2026. The Advance, promoted by the council itself and drafted by EFAARQUITECTES, is the first step in the process of reviewing the municipal urban planning, which must define the growth and organization model of the municipality for the coming years.

Deadline and participation channels

The documents are submitted for public information for a period of 30 days, which begins to be counted from the business day following the last of the published announcements. The edict is inserted in the Official Gazette of the Province of Tarragona, in the DOGC, in two widely circulated newspapers of the municipal or supra-municipal area, on the City Council’s edict board, and on the municipal website.

During this period, the file can be consulted at two points:

The offices of the Els Pallaresos City Council, located at Avinguda Catalunya, number 8, first floor, during public office hours
The municipal website www.elspallaresos.cat, in accordance with the provisions of article 8.5.c) of the Legislative Decree 1/2010, of August 3

The announcement is electronically signed by the secretary-intervenor, Eufemia Moreno Barceló, with a signature date of September 9, 2026.

A key process for the future of the municipality

The public exhibition of the POUM Advance is one of the most relevant phases of the urban process, as it allows residents, entities, and economic agents to know the planning proposal before its final processing and to make contributions. The citizen participation collected during these 30 days, together with the reports from the previous days, will be fundamental in configuring the document that will govern urban development, land use, and infrastructure in Els Pallaresos in the coming years.
