Els Pallaresos aprova definitivament la modificació de la taxa de la piscina municipal

The Pallaresos City Council has finalized the agreement to modify fiscal ordinance no. 17, which regulates the fee for the provision of services at the municipal swimming pool and for the occupation and use of municipal facilities and spaces. The full text is published in the Official Gazette of the Province of Tarragona on September 17, 2026, with the official reference CVE 2026-08613 and a length of six pages. The measure affects all users of the municipal swimming pool and other locally owned facilities.

The City Council Plenary, in an ordinary session on July 22, 2026, initially approved the modification of the ordinance. The agreement was submitted for public information via the municipal notice board, the transparency portal, and the Official Gazette of the Province of Tarragona on July 29, 2026, with the reference CVE 2026-07185. Once the public exhibition period ended without any claims or allegations being presented, the agreement is considered finalized, in compliance with article 178.2 of the revised text of the Municipal and Local Regime Law of Catalonia, approved by Legislative Decree 2/2003, of April 28. The announcement was signed by the mayor, Maria Grau Alasà, with an electronic signature date of September 15, 2026.

Municipal swimming pool rates

The new wording sets the tax quota based on these rates:

  • Individual entry: 5 €
  • Issuance of the card in case of loss: 5 €
  • Group entry (clubs, youth centers, and similar authorized by the City Council): 0 €
  • People with functional diversity over 60%: 0 €
  • People over 65, children between 0 and 6 years old, and companions of people with justified reduced mobility or functional diversity: 0 €

Season passes are as follows:

  • Family pass for two adults from the same family unit: 80 €
  • Individual pass: 45 €
  • Pass for children between 6 and 14 years old: 22.50 €
  • Youth pass from 15 to 21 years old: 30 €
  • 10-ticket pass (10 entries): 40 €
  • Family pack for up to 2 children: 120 €

With proof of a large or single-parent family, the rates are: couple, 74 €; one person, 40 €; children between 6 and 14 years old, 20 €; youth from 15 to 21 years old, 25 €; and 10-ticket pass, 30 €.

Municipal spaces, deposits, and cleaning

The ordinance also regulates the use of other spaces. The plenary hall or entrance hall of the City Council costs 50 € from Monday to Friday and 120 € on Saturday and Sunday. Regarding facilities, rates are established for the Jujol Center, the Pallaresos Park and Hostalets Community Center, the Youth Center and Hostalets, the Multipurpose Room, the football field, the Community Center, the school courts, Pallaresos Park and 11 de Setembre, and the school gym.

For non-profit entities and associations registered with the City Council, a specific rate equivalent to half of the ordinary rate applies, and it is 0 € for those that carry out a minimum of two activities indicated by the City Council. The City Council reserves the right to require a deposit of 50 € for the use of the facilities and spaces, for the delivery of keys, and for the furniture.

The extraordinary cleaning service is charged at 20 € per hour when it derives from the use of a space on a working day or Saturday, and at 32 € per hour on a public holiday. This fee will not be required from entities and associations registered in the Municipal Register of Associations that submit the prior responsible declaration and assume the commitment to clean the space.

Accrual, appeals and entry into force

The tax accrues upon the submission of the request for the corresponding subscription or at the time of using the service. Tax infractions and sanctions are governed by the provisions of the General Tax Law and the regulations that implement it.

Against the final approval, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Catalonia within a period of 2 months starting from the day following the publication of the announcement in the provincial bulletin. The final provision establishes that the ordinance will begin to govern the day following its publication in the Official Gazette of the Province of Tarragona and will remain in force until its modification or repeal is agreed upon.

The modification arrives with the swimming pool season already closed and sets the tariff framework for the next financial year, so that users and local entities already know the cost of tickets, subscriptions, and equipment rental. The text also consolidates free access for groups such as those over 65 years old, children under 6 years old, and people with functional diversity exceeding 60%, and maintains the reduced regime for large and single-parent families.
