The Detailed Study of the Elorrio Hospital has been provisionally approved

The Elorrio City Council has provisionally approved the A-2.17 Hospital Detail Study, through file 2026-1044, and the decision was published in issue number 167 of the Boletín Oficial de Bizkaia on September 2, 2026. The decision was made by the Municipal Governing Board in the session of July 17, 2026, and has opened a public information period of 20 business days, providing the opportunity to submit allegations.

The study was presented on March 6, 2026, with registration entry number 2839, and its provisional approval initiates the procedure to comply with urban planning regulations. The document is located within the urban plan of Elorrio, aiming for the redefinition of the Hospital area.

Approval procedure and public information

Following the provisional approval, it was decided to place the study under public information for a period of 20 business days, so that interested parties may examine the document and submit allegations. The announcement will be published in the Boletín Oficial de Bizkaia and in a newspaper with wide circulation in the Historical Territory of Bizkaia, and the resolution will be notified to the promoter and the interested parties.

After responding to the allegations and receiving the sectoral reports, if it is decided to grant final approval, the promoter must request and obtain the corresponding urbanization and construction licenses.

Requesting reports and affected area

Within the procedure, it was decided to request reports from three organizations:

• URA (Basque Water Agency)
• Cantábrico Hydrographic Confederation
• Electricity distribution company

Likewise, the area affected by the Detail Study has been specified as the surface that is the object of the final redefinition of the study, and the granting of construction, parceling, and isolation licenses will be suspended therein. This suspension will halt urban transformations in the affected area until the study is definitively approved.

Signature and official document

The agreement was signed in Elorrio on August 25, 2026, by Mayor Julene Lazkano Zenitagoia. The official reference of the document is BOB-2026a167-(II-4634), and it was published in issue number 167 of the Boletín Oficial de Bizkaia, in the edition of September 2, 2026.

This decision is of particular importance for the urban planning of Elorrio, as it will define the future development of the Hospital area and, in the meantime, suspend license requests in the area. Citizens have the opportunity to participate within the 20 business day period by submitting allegations before the final approval is decided.
