Elections to the Governing Board of Integrated Production on November 10

The Department of Agriculture, Livestock, Fisheries and Food has called for elections to renew the composition of the Governing Board of the Catalan Council for Integrated Production (CCPI), which will be held on November 10, 2026. The call is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9754, of September 18, 2026, by means of Order ARP/173/2026, of September 8 (reference CVE-DOGC-A-26252057-2026). Operators registered in the corresponding integrated production registries may vote and submit candidacies.

The regulation is signed by the Minister Òscar Ordeig i Molist and falls under the mandate of Decree 241/2002, of October 8, which regulates integrated production in Catalonia and establishes that the voting members representing operators on the Governing Board are elected by free and secret ballot. The text recalls that the CCPI is a public law corporation with its own legal personality, created by Law 21/2001, of December 28, and that its current regulation comes from Law 2/2014, of January 27, amended by Law 5/2020, of April 29, which incorporated the principle of autonomy in the management and organization of the election processes of the governing bodies.

The call responds to the proposal that the Governing Board itself approved in the session of June 17, 2026, and has been processed at the proposal of the Directorate General of Agriculture and Livestock. The applicable legal regime is the Internal Regulations of the Catalan Council for Integrated Production, approved by Order ARP/208/2003, of May 7, with the supplementary character of Organic Law 5/1985, of June 19, on the general electoral regime.

A ten-week electoral calendar

The process begins with the publication of the call and unfolds in successive phases:

• 18.09.2026: publication in the DOGC and start of the period to request postal voting.
• 21.09.2026: delivery of the census to the DARP and constitution of the electoral boards.
• 23.09.2026: start of the exhibition of the provisional census and the claims period.
• 08.10.2026: start of the period for submitting candidacies before the Electoral Board of Catalonia.
• 13.10.2026: end of the public exhibition of the provisional census and claims.
• 15.10.2026: end of the period for territorial boards to resolve claims regarding the census.
• 19.10.2026: approval of the final census and end of the period for submitting candidacies.
• 22.10.2026: proclamation of candidacies.
• 23.10.2026: end of the period to request postal voting.
• 26.10.2026: end of the period to appeal against the proclamation or non-proclamation of candidacies.
• 28.10.2026: end of the period for the JEC to resolve these appeals.

Calendar deadlines are calendar days, unless expressly stated as business days, and if the deadline falls on a non-business day, they are extended until the immediately following business day.

Campaign, voting and voting by mail

The electoral campaign lasts ten days and runs from 0:00 hours on October 30, 2026, until 23:59 hours on November 8, 2026. November 9 is a day of reflection and on November 10, voting and the count take place at each polling station, uninterruptedly between 10:00 and 17:00 hours.

Votes may be cast by postal mail according to article 31 of Order ARP/208/2003, with November 5, 2026, as the final day to deliver the envelope. The final count is the responsibility of the territorial electoral boards, which forward the minutes to the Electoral Board of Catalonia on November 12; the proclamation of elected members is planned for November 16, and the deadline to appeal before the Minister of Agriculture, Livestock, Fisheries and Food ends on November 19. The constitution of the Governing Board is set for November 30, 2026, provided there are no appeals or once they have been resolved.

Where to vote and how to submit documents

Voting takes place at the polling stations provided for in article 27.3 of Order ARP/208/2003. The Electoral Board of Catalonia is headquartered at the Directorate General of Agriculture and Livestock, at Gran Via de les Corts Catalanes, 612-614, Barcelona, with the email address darpdg03@gencat.cat.

There are eight territorial electoral boards, headquartered at the territorial services of:

• Alt Pirineu i Aran (La Seu d’Urgell)
• Barcelona
• Central Catalonia (Vic)
• Girona
• Lleida
• Penedès (Vilafranca del Penedès)
• Tarragona
• Terres de l’Ebre (Tortosa)

Documents addressed to the electoral boards or to the competent directorate general must be submitted through the registries and channels of Law 39/2015 and Law 26/2010, and the interested person must send a copy of the document and the registration receipt to the email address of the competent board on the same day. It is the responsibility of the Electoral Board of Catalonia to resolve interpretative questions regarding the application of the Council’s electoral regulations and the supplementary general electoral regulations. The Order enters into force on the day of its publication in the DOGC.

The renewal of the Governing Board opens a process of nearly ten weeks that directly affects agricultural operators registered in the integrated production registries: it is they who elect the members who will represent them and who, therefore, can influence the Council’s decisions over the coming years. The deadlines for candidacies and voting by mail are short and concentrated in October, so interested parties must follow the calendar set by Order ARP/173/2026 to avoid being excluded.
