Elda opens the call for grants for cooperation projects from NGOs

The Plenary of the Elda City Council approved on July 30, 2026, the guidelines that will govern the call for grants for international development cooperation projects carried out by non-governmental development organizations (NGOs), corresponding to the 2026 fiscal year. The call, with a budget of 90,000 euros, is published in the Official Gazette of the Province of Alicante number 170, dated September 8, 2026, in section III of Local Administration, under reference 6790/2026.

The grants will be awarded on a competitive basis to NGOs and non-profit development cooperation associations, whether they execute the project directly or act on behalf of a local partner in an impoverished country. The funding is allocated to budget application 570 23130 48900 of the 2026 municipal budget.

Regulatory Framework and Requirements

The call is based on Article 37 of Law 1/2023, of February 20, on Cooperation for Sustainable Development and Global Solidarity, and is subject to the General Grants Law 38/2003, of November 17, its Regulations (RD 887/2006), RD 188/2025, of March 11, and the City Council’s own General Grants Regulations.

Applicant entities must meet, among others, the following requirements:

• Have development cooperation and the promotion of solidarity as their institutional purpose.
• Be registered in the NGO Registry of the Spanish Agency for International Development Cooperation or in the Registry of Associations of the Valencian Community, and in the Municipal Registry of Associations.
• Have a headquarters or permanent delegation in Elda and be non-profit.
• Be up to date with their tax obligations to the City Council, the Public Treasury, and Social Security.

Local partners, for their part, must be non-profit private organizations legally constituted in their country with at least one year of existence, possess a CIF or analogous document, and have democratic internal operations.

Deadlines, Submission, and Evaluation

The deadline for submitting applications will be 15 business days, counted from the day following the publication of the summary of the call in the BOP through the National Grants Database. Applications shall be formalized using the Annex I model and submitted via the electronic office, in accordance with Article 14.2 a) of Law 39/2015.

The evaluation of the projects, with a maximum of 25 points, is the responsibility of the Evaluation Commission, composed of the Delegate Councilor for the Solidarity area, municipal officials, and officials with municipal representation. The criteria include:

• Geographical priorities: priority to countries with a low or medium index in the UNDP Human Development Report (up to 4 points).
• Horizontal priorities: fight against poverty, gender equality, and protection of natural heritage (up to 4 points).
• Sectoral priorities: basic social needs, economic fabric, and social participation (up to 3 points).
• Greater impact on women and children and projects managed by women (up to 6 points).
• Autonomy, empowerment, and sustainability of the communities (up to 6 points).
• Awareness-raising actions for the citizens of Elda (up to 2 points).

Resolution, payment, and justification

The Plenary will resolve within a maximum period of 3 months and will notify within 10 business days; administrative silence will be understood as a rejection. The advance payment will be made at 100% of the granted amount in a single payment, with no guarantee required as these are NGODs with a social purpose. Projects must be executed between January 1 and December 31, 2026, and the justification must be submitted within two months from the completion of the project.

The call and its annexes are available on the municipal website (www.elda.es) and in the electronic office. The award resolution will also be published through the National Grants Database.

The opening of this aid line consolidates the municipality’s commitment to global solidarity and offers solidarity entities from Elda and their partners in impoverished countries a stable funding route for development projects, with special attention to gender equality and the autonomy of the beneficiary communities.
