Por FactBox Admin

The Elche City Council has appointed seven masonry officers as career civil servants after they passed the competitive examination process (concurso-oposición) via the open entry track called for the provision of the Masonry Officer position. The appointment, adopted by resolution of the Department of Human Resources number 2026008498 dated September 9, 2026, takes effect from September 15, 2026.
The decision is published in the Official Gazette of the Province of Alicante, number 175, dated September 15, 2026, within section III of Local Administration, under reference 7014/2026.
The new career civil servants
The seven appointed individuals now join the municipal staff as career civil servants, thus consolidating their positions after passing the tests of the open entry competitive examination. The list of appointees is as follows:
- Alejandro Miguel Díaz Martínez
- Joaquín Gómez Cámara
- Manuel Grau Portillo
- José Manuel Lozano Lozano
- José Alberto Porcel Guzmán
- José Ángel Prieto Payá
- Juan Urban Coves
Regulatory framework of the appointment
The edict is made public in compliance with the provisions of Article 62 of Law 5/2015, which approves the revised text of the Basic Statute of Public Employees Act, as well as Article 68.1.b of Law 4/2021, of April 16, on the Valencian Public Service. Both regulations govern the publication and effects of the appointments of career civil servants within the scope of public administrations.
Consolidation as career civil servants entails the acquisition of the status of permanent public employees, with the corresponding rights and obligations, as opposed to the previous situation of those who held the position on an interim or temporary basis.
Impact on the municipal staff
With this appointment, the Elche City Council reinforces the stability of its staff in the works and maintenance area, granting permanent status to seven masonry officer positions that until now were filled provisionally. The measure is part of the stabilization and consolidation processes for temporary employment promoted by the local administration.
For the candidates who participated in the selection process, the resolution closes the provision phase of the positions called via the open entry track, providing official publicity to the results and the effects of the appointment from September 15, 2026.
