El Vendrell puts 108 municipal parking spaces out to tender for concession

The El Vendrell City Council has opened the public call for the awarding of authorizations for the private and individualized use of 108 parking spaces in the municipal underground parking lot located between Doctor Güixens Street, Cerdanya No. 15, and Jaume Carner Avenue No. 40. The decision was adopted by Mayoral Decree of August 3, 2026, and published in the Official Gazette of the Province of Tarragona on August 27, 2026, with reference CVE 2026-08072.

The procedure is governed by Article 57 of Decree 336/1988, of October 17, which approves the Regulations of the assets of local entities, and is excluded from the scope of the Public Sector Contracts Law as it concerns authorizations over public domain assets. The rules, signed by the acting mayor Sílvia Vaquero Martín, guarantee the principles of publicity, transparency, and public competition.

The spaces and prices

The municipal parking lot offers publicly owned spaces distributed across three floors, with a total of 108 suitable spaces:

• 88 car spaces (47 on floor -1 and 41 on floor -2)
• 6 spaces for people with reduced mobility (PRM)
• 14 motorcycle spaces

The public price is fixed according to the corresponding tax ordinance (heading 21 of the Public Price Regulatory Agreement):

• Tourism/Car: €50.00/month (VAT included)
• Motorcycle: €16.68/month (VAT included)

Term and requirements

The authorization is granted for a term of 2 years, extendable for up to 2 more years by agreement of the parties, upon request by the holder one month in advance. Applications can be submitted electronically to the general registry of the City Council (www.seu-e.cat/ca/web/elvendrell) from the day after the publication of the call until the vacant spaces are exhausted.

To apply, it is necessary to:

• Possess a valid driver’s license (exempt for people with functional diversity)
• Be the owner of a passenger vehicle with a maximum height of 2.50 meters or a motorcycle
• Provide DNI, NIE, or passport, circulation permit and, in the case of PRM spaces, the disability certificate

The authorizations are non-transferable and only one application per person is permitted. Holders of current rental contracts with the previous concessionaire company may continue to occupy the same space.

Sanctioning regime

The rules establish a sanctioning regime for infractions by the concessionaires, classified into three degrees:

• Minor: sanctions from €100 to €150 (delays, non-repeated disobedience)
• Serious: sanctions from €151 to €600 (repetition of minor offenses, failure to pay the fee, abusive use of the public domain)
• Very serious: sanctions from €601 to €3,000 or revocation of the concession without right to compensation (repetition of serious offenses, alienation or transfer of the public domain)

The authorization is extinguished upon the death or incapacity of the holder, resignation, non-payment of two consecutive monthly installments, occupation with a vehicle other than the authorized one, or repeated failure to comply with the conditions of use. The City Council reserves the right to revoke authorizations for reasons of public interest and to create a waiting list to fill vacant spaces.

The call directly affects residents of El Vendrell seeking parking spaces in the central area, in a municipality where underground parking is a scarce resource. With a deadline open until the spaces are exhausted and a competitive monthly price, the initiative aims to address the demand for residential parking in the urban center.
