El Vendrell opens the public information period for the municipal waste tax
Por FactBox Admin

The Vendrell City Council has provisionally approved tax ordinance number 12, regulating the fee for the provision of the municipal waste management service and those assimilated to it. The agreement was adopted by the corporation’s Plenary in an extraordinary and urgent session on October 9, 2026, and is made public via an edict in the Official Gazette of the Province of Tarragona (BOPT) on October 20, 2026, with the reference CVE 2026-09717. The text is now subject to a 30-day public exhibition period before it can become final.
The decision falls under Article 17 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law regulating Local Treasuries, which grants the municipal plenary the power of provisional approval of tax ordinances. The edict was signed by the mayor, Kenneth Martinez Molina, on October 19, 2026, and bears the municipal Audit Office file number GGTR2026001888.
Thirty days to examine the file and present allegations
Articles 15 and following of Royal Legislative Decree 2/2004 require provisional agreements and tax ordinances to be submitted for public information before their final approval. The edict specifies the channels and conditions for this procedure:
- Exhibition on the notice board of the Vendrell City Council.
- Publication in the Official Gazette of the Province of Tarragona (BOPT).
- Publication in one of the most widely circulated periodic press newspapers in the province.
- A period of 30 days to examine the file and present any allegations and claims deemed appropriate.
If no allegations are presented during this period, the provisional approval agreement will become final without the need for a subsequent pronouncement by the plenary. This mechanism is common in the processing of local tax ordinances and avoids a second vote when there are no discrepancies.
The text of the ordinance and the economic report, available online
The edict indicates that the proposed text of the ordinance and the technical-economic report can be consulted through the municipal electronic office, in the procedures section of elvendrell.net. Citizens can validate the authenticity of the published document using the Secure Verification Code appearing in the header of the announcement, in the city council’s citizen folder.
The provisionally approved regulation is number 12 within the set of the municipality’s tax ordinances and aims at the fee that taxes the provision of the municipal waste management service and assimilated services. The edict does not detail amounts, quotas, or bonuses, which must be consulted in the full text of the ordinance posted on the electronic office.
An edict already published on October 13
The same agreement had already been published in the BOPT on October 13, 2026, with the reference CVE 2026-09469 and the mayor’s signature dated October 9. The version appearing on October 20 incorporates as a novelty the access link to the documents of the proposed text of the ordinance and the technical-economic report, which the first publication did not include.
At the comarcal level, the same BOPT of October 20 includes another procedure related to environmental management: the Baix Penedès County Council submits for public exhibition the initial approval of the economic activity justifying report and the new statutes of the County Environmental Services Company, ECOBP, SL (CVE 2026-09630), agreed upon by the county plenary in an ordinary session on September 30.
The new waste tax arrives at a time of growing pressure on city councils to fully finance the cost of the collection and treatment service, in accordance with the obligations of the state regulations on local finances. For the residents and economic activities of El Vendrell, the calendar is now decisive: the 30-day period for allegations is the only window to question the text before the ordinance is definitively approved and begins to be applied.
