El Vendrell calls for an A1 technician for the ERDF-funded plan

The Vendrell City Council has approved the call and the regulatory bases for the selection process, by open competitive examination, for the temporary provision of one A1 specialist technician position (project manager) destined for the management of the Integrated Action Plan “Tras el corazón verde y azul de El Vendrell”. Mayor’s resolution no. 3982/2026, of August 27, is published in the Official Gazette of the Province of Tarragona (BOPT) on August 28, 2026, with reference CVE 2026-08117, and also provides for the creation of a job bank.

The position is part of the Local Integrated Development Strategy (EDIL Plan) and is co-financed by the European Union through the European Regional Development Fund (ERDF) within the framework of the Pluriregional Program of Spain for the 2021-2027 programming period. By the Resolution of January 16, 2026, of the Directorate General of European Funds, the municipality obtained a grant of €4,514,114 (file 306/2025), with a co-financing rate of 40% on a corresponding public investment of €11,285,285. The regulating legislation is Order HAC/1072/2024, of October 2 (BOE no. 242, of October 7, 2024), and the Resolution of December 23, 2024, which approves the call.

Requirements and conditions of the position

In addition to the general requirements, applicants must meet the following:

• Hold Spanish nationality or that of an EU member state with free movement of workers.
• Possess a degree or bachelor’s degree in civil engineering, roads, canals and ports, public works, or architecture.
• Accredit Catalan language knowledge at level C1 (CEFR) or higher, and Spanish level C2 for those who are not native speakers.
• Have paid the registration fee of €37.31 (Tax Ordinance no. 26).

The provision of services is expected to begin in October 2026 and will extend until the completion of the project and its justification, planned for the end of 2031. The labor conditions, working hours, and remuneration will be those of the List of Job Positions and the current socio-economic agreements of the council.

Project manager functions

The position assumes the general coordination of the plan and the liaison with the external technical assistance company for management, communication, and justification. The main functions include:

• Promotion and monitoring of service and works contracts, with participation in procurement meetings.
• Economic and budgetary management: monitoring execution, works certifications, invoicing, and payments.
• Technical monitoring and verification of contracted works, inspections, and site visits.
• Coordination of health and safety and risk prevention of the works.

Selection process and job bank

The procedure is a competitive examination (concurs-oposició) with a maximum score of 60 points: up to 40 in the examination phase (practical case test, with a minimum of 20 points) and up to 20 in the competition phase (seniority, training, qualifications, C2 Catalan, languages, ACTIC, driver’s license, and interview). The deadline for submitting applications is 10 calendar days from the publication of the summary in the DOGC, and applications shall be submitted to the General Registry or the municipality’s electronic office. The finalist will have a six-month probationary period, and the finalist candidates will form a job bank valid until the end of the subsidized program.

The call, signed by Mayor Kenneth Martínez Molina, directly affects municipal public employment and the management of European funds in El Vendrell, in a project for the renaturalization of river and natural spaces that will drive the sustainable urban development of the municipality over the coming years.
