The TSJCyL annuls the selective tests for Local Police of 36 town councils.

The High Court of Justice of Castilla y León (TSJCyL) has annulled the selection tests for entry into the Local Police Corps of 36 municipalities of the Community, called by Order FYM/772/2021 of 18 June. Official Gazette of Castilla y León (BOCYL) number 158, of 17 August 2026, publishes ten resolutions of the Agency for Civil Protection and Emergencies giving publicity to as many final rulings of the court, handed down in 2025 and declared final between April and June 2026.

The resolutions, all dated 31 July 2026 and signed by the director of the Agency, Irene Cortés Calvo, are included in the Competitive Examinations and Contests section of the Department of the Presidency. The rulings correspond to judgments 709/2025, 711/2025, 712/2025, 741/2025, 742/2025, 748/2025, 749/2025, 758/2025, 759/2025 and 782/2025, of the Administrative Litigation Chamber based in Valladolid, and annul the resolutions of the Selection Board of 18 and 23 February and 21 March 2022, as well as the orders of the Department of Environment and Spatial Planning that confirmed them.

Ten final rulings against the 2021 process

Order FYM/772/2021 of 18 June called the selection tests for entry into the Local Police Corps of 36 municipalities of Castilla y León. The ten published rulings uphold the appeals of the applicants and declare the proceedings of the Selection Board null and void, with the consequences set out in the third legal ground of each judgment.

• Judgment 758/2025 (June 18): appeal by Ángel Martín Panero (0001057/2022); final since June 17, 2026.
• Judgment 759/2025 (June 18): appeal by Irene Blanco Gamboa (0001431/2022); final since May 4, 2026.
• Judgment 782/2025 (June 23): collective appeal by 15 applicants represented by attorney Ms. García Mata (0001430/2022); final since May 7, 2026.

Absolute nullity

The judgments declare null and void the resolutions of the Examining Board of February 18 and 23, 2022 —and, in most cases, also that of March 21—, as well as the orders of the Ministry of the Environment and Territorial Planning of December 23, 2022 or January 12, 2023 that confirmed them. In the case of judgment 742/2025, the nullity extends to the order of February 3, 2023 that dismissed the administrative appeals and also extends to the resolution of the Examining Board of March 4, 2022.

The declaration of nullity affects the entire selective process convened by Order FYM/772/2021, of June 18, for entry into the Local Police Corps of 36 municipalities of Castilla y León, and requires reviewing the actions of the Examining Board and the appointments derived from the tests.

Publication for general knowledge and compliance

In accordance with Article 118 of the Constitution, Article 17.2 of the Organic Law of the Judiciary and Article 72.2 of the Law Regulating the Administrative Jurisdiction, the Agency for Civil Protection and Emergencies orders the publication of the judgments in the BOCYL for general knowledge and compliance. The annulment of the tests affects the candidates who participated in the 2021-2022 process and obliges the 36 municipalities involved and the regional administration to review the access processes to the Local Police forces, with the consequences established by each ruling. The publication of the final judgments now allows interested parties to assert their rights before the Administration and opens the door to the repetition or reordering of the tests.
