Por FactBox Admin

El TSJC nomena onze jutges de pau a set municipis de Tarragona

The Governing Chamber of the High Court of Justice of Catalonia (TSJC) has appointed eleven justices of the peace, including both titular and substitute judges, in seven municipalities of the province of Tarragona. The agreement was adopted in the session of September 22, 2026, and is made public through an edict from the Presidency of the TSJC published in the Official Gazette of the Province of Tarragona on October 22, 2026, with the official reference CVE 2026-09788 spanning pages 1 and 2. The appointments affect the judicial districts of El Vendrell, Falset, Gandesa, and Valls.

The edict, signed by the Secretary of Government of the TSJC, Joaquim Martínez Sánchez, on October 17, 2026, literally records the agreement of the Governing Chamber and lists the eleven positions with the name of the municipality, the judicial district, and the province. Publication in the official gazette is the step that activates the calculation of the mandate and opens the period for the appointees to take office.

The regulatory framework is Regulation 3/1995, of June 7, on Justices of the Peace, which in articles 8 and 11 establishes the conditions for taking office and the duration of the appointment. The edict also notes that the publication complies with the data protection criteria for the Administration of Justice provided for in articles 236 bis and following of the Organic Law of the Judiciary and in Instruction 6/2012 of the General Secretariat of the Administration of Justice.

Seven titulars, from Riera de Gaià to Cabacés

The appointed titular justices of the peace are seven and cover municipalities in four different judicial districts:

  • Jose Pascual Sagues, titular of Riera de Gaià, judicial district of El Vendrell.
  • Jordi Pros Montserrat, titular of Sant Jaume dels Domenys, judicial district of El Vendrell.
  • Jaume Roca Cubells, titular of la Figuera, judicial district of Falset.
  • Vanessa Sánchez Gros, titular of Morera de Montsant, judicial district of Falset.
  • Josep Maria Ferran Torrent, titular of Cabacés, judicial district of Falset.
  • David Viña Berbis, titular of Prat de Comte, judicial district of Gandesa.
  • Kilian Sotillo Serra, titular of Senan, judicial district of Valls.

Four substitutes for la Figuera, Morera, Prat de Comte, and Senan

The remaining appointments correspond to substitute justices of the peace, who cover the absences or vacancies of the titulars in four of the mentioned municipalities:

  • Francisco Javier García Franco, substitute of la Figuera, judicial district of Falset.
  • Marta de Rialp Porqueres, substitute of Morera de Montsant, judicial district of Falset.
  • José Luis Solanes Lahosa, substitute of Prat de Comte, judicial district of Gandesa.
  • Ramon Mandri Boniche, substitute of Senan, judicial district of Valls.

Twenty days to take office and one month to appeal

The appointees must take office within twenty calendar days following the publication of the appointment in the official provincial bulletin, with the oath or promise taken before the judge of first instance and instruction of the district or, if there is more than one, before the dean. The mandate is computed from the date of publication and has a duration of four years.

An administrative appeal (recurso de alzada) may be filed against the agreement of the Commission of the Governing Chamber before the Plenary of the General Council of the Judiciary within a period of one month.

An amendment for Castellvell del Camp

On the same day, the bulletin publishes a second edict from the TSJC (CVE 2026-09789) correcting a transcription error in the first surname of the substitute justice of the peace of Castellvell del Camp, judicial district of Reus, in the publication of April 9, 2026. The correct name recorded is Lorena Garriga Garrido.

The appointments ensure the continuity of the justices of the peace in small municipalities, where this figure is the first accessible judicial instance for residents and the one that processes a large part of local matters. The publication sets the calendar: the appointees have until mid-November to swear into office and the mandate will extend for four years.
