El TSJC nomena 22 jutges de pau i suplents en setze municipis

The Governing Chamber of the High Court of Justice of Catalonia (TSJC) has appointed 22 justices of the peace, including both titulars and substitutes, for sixteen municipalities in the province of Barcelona. The agreement was adopted in the session of September 22, 2026, and is made public through an edict in the Official Gazette of the Province of Barcelona (BOPB) dated October 22, 2026, with the official reference CVE 202610156659. Those appointed have 20 calendar days to take office.

The edict was signed by the Secretary of Government of the TSJC, Joaquim Martínez Sánchez, with an electronic signature date of October 17, 2026, and occupies pages 1 to 3 of the gazette, within the scope of the administration of justice. The appointment is based on articles 8 and 11 of Regulation 3/1995, of June 7, on justices of the peace, and article 101 of Organic Law 6/1985, of July 1, of the Judiciary. The text notes that the mandate is calculated from the publication of the appointment in the official provincial gazette and has a duration of four years.

Ten titulars and twelve substitutes

The titular appointments cover ten positions and affect municipalities across six different judicial districts. These are the appointees:

  • Olvan (Berga): David Casaponsa Armengou, titular.
  • Caldes de Montbui (Granollers): Josep Coral Ribé, titular.
  • Figaró-Montmany (Granollers): María del Pilar Gracia Puigdomènech, titular.
  • Gualba (Granollers): José Alarcos Cárceles, without specification of titular or substitute in the agreement.
  • Castellfollit de Riubregós (Igualada): Josep Pintó Oliveras, titular.
  • Sant Pere Sallavinera (Igualada): Ramon Riera Raich, titular.
  • Castellfollit del Boix (Manresa): Josep Torrallardona Llobera, titular.
  • Santa Coloma de Cervelló (Sant Boi de Llobregat): Juan Jose Palomero Montes, titular.
  • Torrelles de Llobregat (Sant Boi de Llobregat): Maria Del Pilar Martínez Gine, titular.
  • Avinyonet del Penedès (Vilafranca del Penedès): María Victoria de Pascual Pascual, titular.

The twelve appointed substitutes are as follows:

  • Capolat (Berga): Marta Solsona Ribera.
  • Caldes de Montbui (Granollers): Maria Carmen Sampera Pastor.
  • Canovelles (Granollers): Núria Pujol Codina.
  • Gualba (Granollers): David Uriach Cortinas.
  • Calders (Manresa): Lluis Cerarols Cortina.
  • Castellfollit del Boix (Manresa): José María Serrano Pons.
  • Monistrol de Montserrat (Manresa): Antonio Mendoza Martínez.
  • Argentona (Mataró): Cristina Maynou i Casanovas.
  • Santa Coloma de Cervelló (Sant Boi de Llobregat): Montserrat Elias Vila.
  • Torrelles de Llobregat (Sant Boi de Llobregat): Juan Carlos Carbí Blanch.
  • Avinyonet del Penedès (Vilafranca del Penedès): Sonia Martinez Abos.
  • Cabanyes (Vilafranca del Penedès): Jesús Rodríguez Santiago.

Territorial distribution by judicial districts

The 22 appointments are distributed unevenly among the seven represented judicial districts, with Granollers as the district with the most designations:

  • Granollers: 6 appointments (Caldes de Montbui, Canovelles, Figaró-Montmany, and Gualba).
  • Manresa: 4 appointments (Calders, Castellfollit del Boix, and Monistrol de Montserrat).
  • Sant Boi de Llobregat: 4 appointments (Santa Coloma de Cervelló and Torrelles de Llobregat).
  • Vilafranca del Penedès: 3 appointments (Avinyonet del Penedès and Cabanyes).
  • Berga: 2 appointments (Capolat and Olvan).
  • Igualada: 2 appointments (Castellfollit de Riubregós and Sant Pere Sallavinera).
  • Mataró: 1 appointment (Argentona).

Several municipalities receive two simultaneous appointments, one titular and one substitute: this is the case for Caldes de Montbui, Gualba, Castellfollit del Boix, Santa Coloma de Cervelló, Torrelles de Llobregat, and Avinyonet del Penedès. This double designation guarantees the continuity of the service in case of absence or vacancy of the titular judge.

Term of possession and appeal process

The taking of possession must be formalized within 20 calendar days following the publication of the appointment in the official provincial bulletin, with the required oath or promise before the judge of first instance and instruction of the corresponding judicial district, or before the dean if there is more than one. The edict also indicates that an administrative appeal (recurso de alzada) may be filed against the agreement before the Plenary of the General Council of the Judiciary within a period of one month.

The text incorporates a data protection clause: it states that it complies with the criteria established by articles 236 bis and following of the Organic Law of the Judiciary and by Instruction 6/2012 of the General Secretariat of the Administration of Justice, regarding the publication of edicts in official newspapers and bulletins.

The appointments affect small and medium-sized municipalities across seven judicial districts and partially renew the network of peace courts (jutjats de pau) in the province of Barcelona, the first instance for minor claims and civil registry functions at the local level. For the residents of these sixteen municipalities, the publication sets the calendar for the effective constitution of the new peace judges and, therefore, the date from which the service is covered by those designated by the TSJC.
