The High Court of Justice of Aragon appoints justices of the peace in seven municipalities of Huesca

The Commission of the Governing Chamber of the High Court of Justice of Aragon has agreed upon the appointment of ten justices of the peace in the province of Huesca, including both titulars and substitutes, corresponding to seven municipalities. The agreement, adopted at the meeting on July 17, 2026, is published in the Official Gazette of the Province of Huesca number 172, dated September 9, 2026, and the designees must take office within twenty calendar days from the date of publication.

The resolution, signed by the Secretary of Government of the TSJ of Aragon, María Dolores Yuste González de Rueda, in Zaragoza on September 4, 2026, is issued in compliance with the Organic Law of the Judiciary and Regulation 3/1995, of June 7, on Justices of the Peace. The announcement is made public by virtue of Article 8 of the aforementioned regulation.

Appointments by judicial district

The ten appointments are distributed among four judicial districts of the province, with seven titular judges and three substitutes. In the municipalities of Bisaurri, Sahún, and Canfranc, the positions of titular and substitute are filled simultaneously.

• Judicial District of Boltaña: María Isabel Sesé Sesé, titular of Tella-Sin; Antonio Jesús Mora Gabás, titular of Bisaurri; José Antonio Mora Saura, substitute of Bisaurri; Ana Isabel López Ferrer, titular of Sahún; and José Manuel Turmo Gabás, substitute of Sahún.
• Judicial District of Fraga: Juan Carlos Carrasquer Carrasquer, titular of Belver de Cinca.
• Judicial District of Huesca: Roberto Elfau Caudevilla, titular of Piracés; and María José Torrecilla Viñas, titular of Torralba de Aragón.
• Judicial District of Jaca: José Antonio Lanuza Moreno, titular of Canfranc; and María José Izuel López, substitute of Canfranc.

Taking office and appeals

The designated justices of the peace must take office within twenty calendar days following the date of publication of their appointment in the provincial gazette, following the appropriate oath, where applicable. Failure to comply with this deadline affects the effectiveness of the appointment.

An administrative appeal (recurso de alzada) or a review appeal, as applicable, may be filed against the agreement before the Plenary of the General Council of the Judiciary, within the timeframes and for the reasons and forms established by Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, as provided by Article 12 of Regulation 3/1995.

Relevance for the municipalities

Justice of the peace judges are the first instance of proximity judiciary in small municipalities, where they perform conciliation and civil registry functions. The filling of these positions, both permanent and substitute, guarantees the continuity of the justice service in localities of Ribagorza, Somontano, the Hoya de Huesca, and the Aragonese Pyrenees, preventing vacancies that would leave residents without judicial attention.
