The High Court of Justice of Aragon appoints justices of the peace in five municipalities of Teruel
Por FactBox Admin

The Commission of the Governing Chamber of the High Court of Justice of Aragon has agreed upon the appointment of six justices of the peace, including both titulars and substitutes, in five municipalities of the province of Teruel. The agreement, adopted in the meeting of October 9, 2026, is published in the Official Gazette of the Province of Teruel number 208, dated October 29, 2026, with the official reference 2026-3152. Those appointed must take office within twenty calendar days following the date of publication of the appointment.
The appointment is based on the current provisions of the Organic Law of the Judiciary and Regulation number 3/1995, of June 7, on Justices of the Peace. Article 8 of said regulation is what mandates the publicity of the agreement through its insertion in the official provincial gazette, while Article 12 establishes the challenge regime applicable to this type of resolution.
The resolution is dated in Zaragoza on October 27, 2026, and is signed by the Secretary of Government, María Dolores Yuste González de Rueda, via electronic signature. The text recalls that the assumption of office must occur “following the appropriate oath, where applicable,” such that the formal act of acceptance of the position is conditional upon the completion of that prior formality.
Distribution by judicial districts
The annex titled “List of Justices of the Peace” organizes the appointments by judicial districts, such that several of the affected localities receive only a titular or only a substitute in this round:
- Judicial District of Alcañiz: Ramón Sanmartí Tejedor, titular justice of the peace of Beceite.
- Judicial District of Alcañiz: Ana María Montañés Meseguer, titular justice of the peace of Híjar.
- Judicial District of Alcañiz: Jesús Gómez Pina, substitute justice of the peace of Híjar.
- Judicial District of Alcañiz: Concepción Teresa Salvador Lorén, substitute justice of the peace of La Puebla de Híjar.
- Judicial District of Calamocha: Pablo Pradas Aparicio, substitute justice of the peace of Cortes de Aragón.
- Judicial District of Teruel: Eva Laguía Moya, titular justice of the peace of Gea de Albarracín.
From this distribution, it follows that Híjar is the only one of the five localities that has both positions filled in the same agreement, while La Puebla de Híjar and Cortes de Aragón only incorporate a substitute, and Beceite and Gea de Albarracín only a titular.
Twenty calendar days to swear into office
The deadline set by the High Court of Justice of Aragon is twenty calendar days starting from the publication in the provincial bulletin, that is, from this October 29, 2026. The calculation applies equally to the three titular judges and the three substitutes included in the list, who will serve in municipalities within the judicial districts of Alcañiz, Calamocha, and Teruel.
The publication includes the internal reference of the agreement (2026-3152) and the electronic validation code of the copy, which allows the authenticity of the document to be verified through the electronic office of the Provincial Council of Teruel. The personal identification data of the appointees appear partially hidden in the published text.
Appeal before the Plenary of the General Council of the Judiciary
An administrative appeal (recurso de alzada) or a review appeal, as applicable, may be filed against the agreement before the Plenary of the General Council of the Judiciary, within the deadlines, grounds, and forms provided for in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. This is stated in the announcement itself, which expressly invokes Article 12 of Regulation 3/1995.
The publication of this list is the step that activates the swearing-in calendar and, with it, the commencement of service in each of the five localities. Until the appointees take the oath of office, the functions continue to be carried out by those who have been performing them.
The agreement affects the proximity justice of a territory marked by population dispersion: the peace courts are the first administrative and civil registry instance for thousands of residents of rural Spain, and their coverage determines the speed with which everyday procedures are resolved without the need to travel to the head of the judicial district. The renewal of titulars and substitutes in Beceite, Híjar, La Puebla de Híjar, Cortes de Aragón, and Gea de Albarracín guarantees, at least on paper, the continuity of that service in the province of Teruel.
