El Torno auctions three industrial plots at 18 euros per square meter

The City Council of El Torno (Cáceres) has approved the disposal via public auction of three industrial land plots located in the municipality’s industrial estate, with registered areas of 656.23, 418.91, and 418.05 square meters. The decision was adopted by the Local Government Board in a session on September 4, 2026, and is published in the Official Gazette of the Province of Cáceres number 0178, dated September 17, 2026, with official reference BOP-2026-4334. The bidding price is set at 18 euros per square meter, improvable upwards.

An asset disposal file

The announcement, signed by Mayor Julián Elizo Muñoz on September 11, 2026, corresponds to file 155/2026, processed by the municipal Secretariat-Audit. The three properties are owned by the City Council of El Torno, are of a patrimonial nature, and are classified as urban industrial and storage land.

The properties are sold as a single unit (“cuerpo cierto”), with the area appearing in the simple note of the Property Registry of Plasencia and in the physical condition in which they are found. In the same session of the Local Government Board, the specifications of particular administrative clauses governing the sale were approved.

The processing is ordinary, the procedure is open, and the method of award is by auction. The announcement invokes Article 21.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and Article 8.1.a of Law 19/2013, of December 9, on transparency, access to public information, and good governance.

Areas and starting prices

The plots subject to the auction and their bidding types, excluding 21% VAT, are as follows:

• Plot 2.1: 656.23 m², unique registration code 10011000948657, with a starting price of 11,811.60 euros.
• Plot 2.2: 418.91 m², unique registration code 10011000948664, with a starting price of 7,540.38 euros.
• Plot 2.3: 418.05 m², unique registration code 10011000948671, with a starting price of 7,524.90 euros.

The bidding type is improvable upwards, provided that offers do not fall below the base budget. Each bidder may apply for a maximum of two plots.

Deadlines, guarantees, and award

The economic conditions and the submission of offers are summarized in the following points:

• Submission deadline: 30 calendar days from the publication of the announcement in the BOP de Cáceres; if the final day falls on a Saturday or a holiday, it shall be extended to the next business day.
• Format: a single bid in a sealed envelope, according to the standardized model included in the eleventh clause of the specifications.
• Provisional guarantee: waived, in accordance with articles 107 and 108 of the LCAP and article 137.6 of the Law on Public Administration Heritage.
• Definitive guarantee: 5% of the award amount, excluding VAT.
• Opening of bids: at 12:00 PM on the first business day following the end of the deadline, at the Town Hall.
• Award: to the most economically advantageous proposal, within five business days from the receipt of the required documentation.
• Purpose: the plots must be used for industrial construction or storage, in accordance with the General Municipal Plan and the deadlines and conditions of the specifications.

The documentation can be consulted on the contractor profile hosted on the municipal electronic office and on the notice board of the El Torno City Council, and information may be requested from the Municipal Secretariat.

An industrial land opportunity in the region
