Approval of the Municipal Action Plan for Forest Fire Risk

The El Torno City Council unanimously approved at its plenary session of August 11, 2026 the Municipal Action Plan for Forest Fire Risk (PAMIF), a mandatory regulatory instrument for municipalities classified as a specific high-risk area under the regional regulations of Extremadura. The decision was published on Tuesday, August 18, 2026, in Official Bulletin of the Province of Cáceres number 0157, with reference CVE: BOP-2026-3900.

The approval responds to the classification of El Torno as a municipality at high risk of forest fires under current regional legislation. The PAMIF is configured as the municipal reference instrument for preparation, prevention and response to this type of emergency, ensuring its integration into the Public Civil Protection System and coordination with higher-level plans.

Content and scope of the PAMIF

The plan establishes the municipal action framework to prevent and combat forest fires within the municipal area of El Torno. Its main objective is to define the coordination mechanisms between the different services and agencies involved in forest emergency management, as well as to establish action protocols in the face of fire risk.

The document includes preventive measures, available resources, early warning systems and emergency response procedures. The PAMIF guarantees coordination between the different administrative levels and collaboration with the State security forces and bodies and the emergency services of the autonomous community.

Public information and claims period

Following its approval by the Plenary, the El Torno PAMIF is subject to public information for a period of 30 business days from the publication of the notice in the official bulletin. During this period, interested citizens may examine the document and submit claims if they deem it necessary.

The plan is available for consultation on the electronic headquarters and the transparency portal of the El Torno City Council. If no claims are submitted during the public information period, the plan will be deemed definitively approved without the need for a new resolution.

Mayor’s Office and official signature

The edict was signed by Julián Elizo Muñoz, Mayor of El Torno, in the town on August 12, 2026, one day after the plenary session in which the plan was approved. Publication in the BOP of Cáceres number 0157 of August 18, 2026, guarantees compliance with the publicity and transparency requirements demanded by administrative procedure regulations.

The approval of the PAMIF represents an important step in the forest fire prevention policy in the province of Cáceres, where numerous rural municipalities face the risk of fires annually during the summer months. This plan allows El Torno to have an operational framework that coordinates municipal resources with regional and state firefighting devices.
