The SOC opens the 2026 call for the Forma i Contracta program with 4 million

The Public Employment Service of Catalonia (SOC) has opened the 2026 call for the Forma i Contracta (SOC-FiC) program, endowed with €4,000,000 to finance training actions with a commitment to hire preferably unemployed persons. The call is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9738, of August 26, 2026, through Resolution EMT/3044/2026, of August 19 (reference CVE-DOGC-A-26236028-2026).
The resolution, signed by Miquel Carrion Molina, head of the Youth Employment Area of the SOC, approves and publishes the annex regulating the call, with code BDNS 926000. The program is framed within Order TSF/170/2018, of October 8, which establishes the regulatory bases for subsidies for vocational training programs for employment primarily aimed at unemployed workers.
Purpose and beneficiaries
The purpose of the program is to promote vocational training policies, improving the qualification and employability of the participating individuals through a hiring commitment assumed by the beneficiary entity. The following may apply for the subsidies:
- Companies, which may subcontract a training entity registered in the SOC’s Registry of training entities.
- Training entities, which must be registered at the time of submitting the application.
- Guilds, cooperatives, foundations, and business associations, which must certify the companies that commit to hiring the trained students.
The granting procedure is one of non-competitive concurrence, and the competent body to resolve is the Directorate of the SOC.
Amount and hiring commitment
The maximum amount of the call is €4,000,000, allocated in the SOC budgets for 2026 with FPAOFP funds. The amount of the subsidy is determined by applying an economic module per student, linked to the degree of achievement of the hiring commitment declared by the entity.
The minimum insertion percentage of the students granted is 60% for training entities and 50% for companies, guilds, cooperatives, foundations, and business associations. The amount of the result module varies depending on the degree of achievement:
- From 95% to 100%: 100% of the module.
- From 94.99% to 85%: 95% of the module.
- From 84.99% to 80%: 85% of the module.
- From 79.99% to 60%: 80% of the module.
- From 59.99% to 40%: 70% of the module.
- From 39.99% to 20%: 50% of the module.
- Below 20%: 40% of the module.
To count the hired participants, students must have attended at least 75% of the training action and be hired under the percentages and conditions defined by the call.
Deadlines and eligible activities
Applications are submitted through the Generalitat’s electronic office, searching for the procedure “Subvencions destinades al Programa Forma i Contracta 2026”. The deadline begins the day after publication in the DOGC and ends at 3:00 PM on September 30, 2026.
Eligible activities include specialties leading to professional certificates (grade C), professional modules (grade B), grade A, and company training periods, as well as mandatory complementary training such as “Rights and duties at work” and “Gender equality in the workplace”. Hiring must take place within a maximum period of 6 months from the completion of the last training action, extendable to 9 months in seasonal sectors such as trade, tourism, hospitality, or agriculture.
Activities must be executed before November 30, 2027, and the justification for the subsidy must be submitted between December 1 and December 30, 2027.

The call represents a direct opportunity for companies, guilds, and training entities throughout Catalonia to finance professional training linked to the actual hiring of unemployed persons. By linking the amount of the subsidy to the level of insertion achieved, the program incentivizes the quality of training and the effective insertion of students, while covering the talent needs of companies.
