The SESPA tenders two SPECT-CT scanners for the Central University Hospital of Asturias

The Management Directorate of the Health Service of the Principality of Asturias (SESPA) has delegated to the Management of Health Area II (Center-Southwest) the authority to act as the contracting body in the tender for the supply, installation, and commissioning of two SPECT-CT units for the Central University Hospital of Asturias (HUCA). The decision is formalized in the Resolution of August 27, 2026, published in the Official Gazette of the Principality of Asturias (BOPA) number 173, of September 7, 2026, under code 2026-07274.
The tender budget amounts to €2,355,000.00 excluding VAT, plus €494,550.00 for VAT (21%), bringing the total amount to €2,849,550.00. The expenditure will be charged to the budgetary application 97.01.400/412B/622000.
A high-value procedure being decentralized
The delegation is in response to a request made by the Management of Health Area II itself. According to the resolution, the amount of the tender places the Governing Council as the competent body to authorize the expenditure, as it exceeds the €750,000 limit set by Law 7/2019, of March 29, on Health of the Principality of Asturias, as amended by Law 8/2024, of December 27, on the General Budgets for 2025.
However, the SESPA Management Directorate considers that the complexity and scope of the procedure, as well as its monitoring, make it advisable for the Management of Health Area II to act as the contracting body. The delegation is supported by Article 9 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and by SESPA’s internal regulations on the delegation of powers.
Object and conditions of the contract
The contract includes the supply, installation, and commissioning of two SPECT-CT units, a hybrid technology that combines single-photon emission computed tomography (SPECT) with computed tomography (CT), used in nuclear medicine diagnostics.
- Tender budget: €2,355,000.00 (excluding VAT) and €2,849,550.00 (including VAT).
- Execution period: 14 months, with no possibility of extension.
- Budgetary application: 97.01.400/412B/622000.
- Contracting body: Management of Health Area II (Center-Southwest).
- Destination: Central University Hospital of Asturias.
Relevance for Asturian healthcare
The acquisition of these two units represents a substantial improvement in the nuclear medicine diagnostic capacity of the region’s main hospital, which serves the population of all of Asturias. The technological renewal will allow for the expansion and acceleration of functional and anatomical imaging examinations, which are key in the diagnosis and monitoring of oncological, cardiological, and neurological pathologies.
With this delegation, SESPA decentralizes the management of a large-scale contract, entrusting its processing to the territorial management that manages the hospital center, in a step that seeks to streamline a healthcare investment procedure of nearly three million euros.
