Sescam calls for two service head positions via free appointment in its central services

The Castilla-La Mancha Health Service (Sescam) has called for the filling, via the free appointment procedure, of two vacant and budget-funded positions within its central services. The decision corresponds to the General Secretariat of the autonomous body through the Resolution of 10/21/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) No. 208, of October 29, 2026, with the official reference 2026/7725.

The call is identified as LD Sescam F2/2026 and is supported by Article 80 of Law 8/2000, of November 30, on the Health Organization of Castilla-La Mancha, and Articles 70 and 71 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha. The authority to resolve is exercised in accordance with Article 20 of Decree 74/2002, of May 14, on the Filling of Job Positions, and the delegation established in the Resolution of 11/20/2023, of the Management Directorate (DOCM No. 233, of December 5). The text appears signed by the general secretary, Luis Ruiz Molina.

Two service head positions in Toledo

The called positions appear in the annex of the resolution, both assigned to Department 61, Central Services dependency, based in Toledo:

• Head of the Economic Management Service (code 07853), group A1, level 28, specific supplement of 29,996.04 euros per year, indiscriminate assignment for civil servant personnel from different public administrations (key a), in the General Secretariat.
• Head of the Health Information and Statistics Service (code 05907), group A1, level 28, specific supplement of 27,525.60 euros per year, also open to statutory personnel (key w), in the General Directorate of Health Care.

The first position assumes the coordination and monitoring of the execution of the expenditure budget, the control of expenses financed with earmarked funds—including FCI and ERDF—, the processing of interest for payment delays, and the supervision of the economic management of dependent centers. The second focuses on the direction and evaluation of health statistics and the development of the regional Hospital MCD information system and the comprehensive management dashboard.

Requirements and obligation to participate

Generally, all career civil servants in the service of the Administration of the Junta de Comunidades de Castilla-La Mancha who meet the requirements of the annex may participate. Personnel from the Corps and Scales of Article 2 of Decree 161/1989, of December 28, are excepted, as they may only apply for positions whose coverage is open to said corps according to the “key” column. Career civil servants from the General State Administration, autonomous communities, local corporations, and the Cortes de Castilla-La Mancha with analogous functional corps or scales may also apply for the positions, pursuant to Article 82 of Law 4/2011.

The resolution imposes the obligation to participate on anyone who holds a freely appointed position included in the annex under provisional assignment or on a service commission. Non-compliance in the first case entails, if displacement occurs, a transfer to voluntary leave for private interest; in the second, the termination of the service commission.

Deadlines, merits, and resolution

• Applications: fifteen business days from the day following publication, via electronic form with an electronic signature at the Junta’s electronic office (https://www.jccm.es), addressed to the General Secretariat of Sescam.
• Merits: these will be assessed and required with reference to the date of publication of the call; a curriculum vitae with professional history, qualifications, and courses, along with supporting documentation, must be attached.
• Interviews: the convening body may summon the candidates it deems appropriate and request clarifications or additional documentation.
• Resolution: within a maximum period of two months from publication, with a reasoned proposal from the assignment bodies, awarding the position to the most suitable candidate or declaring it vacant.
• Destination: the award shall be irrevocable, except in the case of withdrawal or resignation due to having obtained another destination or due to personal circumstances of special gravity.

Termination of the current post will occur on the day following the publication of the resolution, and the assumption of office on the day following termination; the originating body may defer termination for up to one month due to service needs and, in the case of reentry into active service, the period for assuming office shall be one month. Anyone who does not assume office within the deadline may be declared to have forfeited their rights and, if they are a civil servant of a public administration of Castilla-La Mancha, placed on voluntary leave for private interest. The destination is considered voluntary and does not generate a right to compensation.

Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Toledo Court of First Instance within two months, and optionally, a request for reversal (recurso de reposición) before the Directorate-Management of Sescam within one month.

Relevance

The call opens a promotion path for career civil servants of the Junta for two service head positions with a technical profile and high specific supplement, at a time when the body has already resolved the previous process: the LD Sescam F1/2026 positions were awarded by Resolution of 08/04/2026 and its corrected annex in the DOCM no. 158, of August 19, 2026. The economic management position also incorporates the control of European funds and multi-annual expenditure, areas of special budgetary sensitivity for the Health Service.
