Sescam announces a call for the Head of Ophthalmology in Albacete

The Integrated Care Management of Albacete has approved the call for the provision, via a competitive merit system, of the Head of the Ophthalmology Service, according to the Resolution of 08/25/2026 published in the Official Gazette of Castilla-La Mancha (DOCM) number 169, dated September 3, 2026, in section II of Authorities and Personnel (reference 2026/6352). The selected person will receive a temporary appointment for four years, at the end of which they will be evaluated for continuity.

The convening body acts by virtue of the competence delegated by the Resolution of November 20, 2023, of the General Management of the Health Service of Castilla-La Mancha (Sescam) regarding the delegation of competencies (DOCM No. 233, of 12/05/2023), and with the prior authorization of the General Directorate of Human Resources and Transformation of Sescam. The call is governed by Decree 89/2005, of July 26, on the provision of healthcare-related Headships, modified by Law 1/2026 on Administrative and Tax Measures of Castilla-La Mancha, and by Law 55/2003, the Framework Statute for statutory personnel.

Requirements and submission of applications

Persons with a permanent statutory personnel appointment who hold a position in the specialty of Ophthalmology in the Public Health Institutions of the National Health System, as well as career civil servants or permanent contractual employees providing services in public hospitals in said specialty, may participate. It is an indispensable requirement to have provided services in the specialty for a minimum of five years.

  • Applications shall be submitted electronically through the electronic office of the Junta de Comunidades de Castilla-La Mancha (www.jccm.es) or the Sescam website.
  • The submission period will be one month from the day following the publication in the DOCM.
  • A professional curriculum vitae with evaluable merits and a technical project on the management of the healthcare unit shall be provided.
  • Merits will be calculated up to the date of publication of the resolution in the DOCM.

Evaluation Committee and procedure

The Evaluation Committee, appointed by resolution of 06/02/2026, will be composed of the following members:

  • President: Antonio Sánchez Pardo.
  • Members: Carlos Romero Román, Mar Gómez Santillana, Javier Guzmán Blázquez, and Francisca González López.
  • Secretary: Mario González Moreno.
  • Alternates: Mónica Vargas Berzosa (president), Laura Abad López, Rafael Fernández González, Inmaculada Ortega Canales, Clara María Córcoles Martínez, and Laura Librán García (secretary).

The procedure will consist of two phases: the assessment of the professional curriculum, with a maximum of 100 points, and the public presentation of the technical project, for a maximum of 60 minutes, also with a maximum of 100 points. The person with the highest score will be selected, and the Commission may not leave the position vacant if the applicants achieve at least 100 points.

Deadlines and effects of the appointment

The provisional list of admitted and excluded candidates will be published on the electronic office and on the Sescam website, with a period of 10 business days for claims. The maximum period to resolve the call will be three months from the end of the application period, and the successful candidate must take office within one month from the publication of the final result. The appointment implies the performance of a special workday, and the practitioner will retain their original permanent position.

The resolution, signed by the managing director Alberto Sansón Justel, exhausts the administrative route and may be appealed through contentious-administrative proceedings before the Court of First Instance of Albacete within two months, or optionally through a motion for reconsideration within one month.

The filling of this leadership position is relevant both for the Ophthalmology professionals applying for the post and for the patients of the Albacete health area, as it guarantees the direction of a key care unit through a public, transparent process based on merit and capacity.
