El Sescam adjudica destino definitivo al jefe de Sección de Servicios Centrales

The General Secretariat of the Castilla-La Mancha Health Service (Sescam) has awarded a definitive destination in the singularized merit competition CSM Sescam 1/2026, by means of a resolution signed on October 19, 2026, and published in the Official Gazette of Castilla-La Mancha (DOCM) no. 205, of October 26, 2026. The awarded position is a Section Head position in the organization’s Central Services and is granted to Carlos Rodríguez Sánchez-Beato, with a total score of 64.00 points. The resolution occupies pages 37558 and 37559 of the bulletin and bears the official reference 2026/7622.

The competition was announced by Resolution of 06/23/2026, of the General Secretariat (DOCM no. 126, of July 6), for the provision of a vacant job position in the Administration of the Regional Government of Castilla-La Mancha. In accordance with the tenth clause of that call, the assessment of merits and the proposal submitted by the Assessment Commission are the procedures that precede the definitive award now published, which adheres to the scale of the fourth clause.

The file has passed three previous milestones in the same bulletin. On August 25, 2026, the appointment of the assessment commission was publicized (DOCM no. 168, of September 2), whose titular members are:

  • Luis Alberto Panes Corbelle, president.
  • Miriam López-Rey Carbonell, secretary.
  • Pedro Luis Martín Romero, member.
  • Antonio Sancho Díaz, member.
  • José Luis García Moreno (CSIF), member.

On September 24, 2026, the provisional destination award was published (DOCM no. 189, of October 1), which opened a period of ten business days for claims before the Assessment Commission through the Employee Portal. Having resolved those allegations, the General Secretariat has now closed the procedure with the definitive award.

A single position in the Central Services

The annex of the resolution precisely identifies the assigned destination, attached to the Department of the Castilla-La Mancha Health Service and to the province of Central Services:

  • Position code: 0000007871.
  • Designation: Section Head.
  • Workplace: General Secretariat, in Toledo.
  • Total score: 64.00.
  • Awardee: Carlos Rodríguez Sánchez-Beato, with DNI partially hidden in the publication (***0719**).

The resolution does not include data regarding the awardee’s previous position of cessation, as the corresponding columns of the annex appear empty.

Mandatory and non-waivable assumption of office

The incorporation schedule is precisely fixed in the second section of the resolution:

  • Termination of the previous position must occur on the day following the publication of the resolution in the DOCM.
  • Assumption of office in the awarded position will take place on the day following the termination.
  • Those returning to active service will have one month from the day following the publication.
  • The General Secretariat of the body where the awarded person provides services may defer the termination for up to one month due to service needs.
  • Effective incorporation will occur when leaves, vacations, or other circumstances preventing the effective provision of services end.

The third section establishes that the awarded destination shall be non-waivable. Anyone who does not take possession within the established deadlines, except for the exceptions in the third base of the call or force majeure, will be declared to have forfeited the rights that may correspond to them and, if they are civil service personnel of regional Administration bodies, will be placed ex officio in a status of voluntary leave of absence for private interest.

Informative publication and means of appeal

For informative purposes, the General Secretariat orders the publication of the result of the final award on the Employee Portal, under the terms of the tenth base of the call. Against the resolution, which ends the administrative route, an administrative-law appeal (recurso contencioso-administrativo) may be filed before the Administrative-Law Section of the Court of First Instance of Toledo within two months from the day following its publication, in accordance with Law 29/1998, of July 13. Optionally, a request for reversal (recurso de reposición) may be filed before the head of the Management-Directorate of Sescam within one month, according to articles 123 and 124 of Law 39/2015, of October 1.

The resolution was signed in Toledo on October 19, 2026, by Luis Ruiz Molina, General Secretary, by delegation of the Managing Director according to the Resolution of 11/20/2023 (DOCM no. 233, of December 5), modified by the Resolution of 07/19/2024 (DOCM no. 144, of July 26).

The closing of the competition clears a middle-management position in the central structure of Sescam and activates an incorporation calendar with short deadlines and automatic consequences for those who do not assume the destination. For civil service personnel of the regional Administration interested in future calls, the precedent clearly establishes that waiving the awarded position in a singularized merit-based competition entails the loss of rights and, where applicable, voluntary leave of absence for private interest.
