The SES creates a position for Out-of-Hospital Emergency Manager II
Por FactBox Admin

The Extremadura Health Service (SES) amortizes a singularized position of Health Care Middle Technician I and creates, using its credits, the position of Out-of-Hospital Emergency Manager II, assigned to the Sub-directorate of Out-of-Hospital Emergencies and Sanitary Transport. The decision was adopted by the Management Directorate of the autonomous body through a resolution dated October 5, 2026, published in the Official Gazette of Extremadura (DOE) No. 201, of October 19, 2026, with official reference 2026062586. The regulation enters into force the day after its publication, that is, October 20.
The resolution specifically modifies the staff of singularized positions of the statutory personnel of the SES Central Services, approved by the Management Directorate Resolution of March 15, 2011 (DOE of March 28), which in turn develops the functional structure established by the Resolution of February 2, 2010 (DOE No. 39, of February 26). The framework is completed by Decree 37/2006, of February 21, on personnel management instruments of the autonomous body, and the SES Statutes approved by Decree 221/2008, of October 24 (DOE No. 210, of October 30), whose Article 4, paragraph 1, empowers the Management Directorate to adopt this type of adjustments.
The text places the measure in “a context of optimization of available resources” and maintains that its purpose is to “adapt the staff to current healthcare needs.” The resolution was signed in Mérida on October 5, 2026, by the managing director, Encarnación Solís Pérez.
Amortization of a Middle Technician position
The first movement affects a position previously categorized under the General Directorate of Hospital Care, Humanization, and Demand Planning. Its characteristics were as follows:
- Designation: Health Care Middle Technician I.
- Identification number: 9S41400009.
- Directorate code: 39.04.
- Qualification group: B/A2, with level 21.
- Category requirement: any category of nursing personnel within the statutory regime.
- Required merits: one year of experience in health administration and management, in addition to experience in the coordination and implementation of programs and service portfolios of the SES and in the management of healthcare activity.
The credits released by this amortization are fully reassigned to the new position, so that the operation does not involve, according to the text, an increase in the number of singularized posts.
A level 26 position open to doctors and nurses
The created position now depends on the General Directorate of Primary Care, Out-of-Hospital Emergencies, and Sanitary Transport and presents this profile:
- Designation: Out-of-Hospital Emergency Manager II.
- Identification number: 9S61900001.
- Management code: 39.06.
- Qualification group: A1/A2, level 26.
- Category requirement: any category and/or specialty of medical personnel or nursing personnel within the statutory regime.
- Merits: one year of experience in health administration and management and experience in the field of out-of-hospital emergencies and urgencies.
Access is planned via competition or new entry, according to the PR key appearing in Annex II of the resolution.
Homogenization of positions within the same functional area
Along with the amortization and creation, the Management Directorate changes the designation and merit requirements of the position with identification number 9S41900062, management code 39.04 and level 26. It changes from being called “Healthcare Assistance Manager XII” to “Out-of-Hospital Emergency Manager I”, with qualification group A1/A2 and the same merits as the newly created position: one year in health administration and management and experience in out-of-hospital emergencies and urgencies.
The organization justifies this third adjustment based on the need to “homogenize the positions that are in the same functional and competency area,” so that the two out-of-hospital emergency management roles have equivalent requirements.
Impact on the central services workforce
The resolution is limited to the central services of the autonomous body and does not alter the functional structure approved in 2010, but only the specific list of singularized positions. It affects statutory personnel of groups A1 and A2, and in the case of the suppressed position, also group B, and maintains the competition system as the ordinary means of coverage.
For SES professionals, the change opens a level 26 position —the same as that of Out-of-Hospital Emergency Manager I— for which both doctors and nurses with accredited experience in out-of-hospital emergencies may apply, a field that is gaining weight in the organization of central services. Conversely, the suppression of the Healthcare Assistance Intermediate Technician I position reduces promotion options linked to the management of healthcare activity in the hospital area.
