The SES assumes and delegates the roofing works in Badajoz

The Extremadura Health Service (SES) has assumed the competence regarding administrative contracting and expenditure authorization for the roof maintenance project of the building located at avenida de Huelva, no. 8, in Badajoz, and has delegated it to the head of the Management of the Badajoz Health Area. This is established by the Resolution of August 18, 2026, of the General Management, published in the Official Gazette of Extremadura (DOE) no. 164, of August 25, 2026, with reference 2026062173.

The property, headquarters of the Management of the Badajoz Health Area, presents repair and maintenance needs affecting roofs, facades, gutters, and other construction elements. The building is owned by the General Treasury of the Social Security, although a part is assigned to the SES for administrative functions, therefore the action requires the collaboration of both administrations.

Assumption and delegation of competencies

The resolution, signed by GEMMA MONTERO MILANÉS, Director General of Hospital Care, Humanization, and Demand Planning, substituting for the general manager, assumes the competence that was delegated to the General Directorate of Economic Planning of the SES Central Services. Due to its amount, the file falls under works contracts with an estimated value equal to or greater than 120,202.43 euros.

• The preparation, tendering, awarding, formalization, execution, monitoring, modification, reception, and settlement of the contract are delegated to the Management of the Badajoz Health Area.
• The authorization, disposition, and other expenditure management acts derived from the file are included.
• The delegation is revocable at any time by the delegating body.

Shared financing with Social Security

In accordance with Royal Decree 1477/2001, of December 27, and article 104 of the consolidated text of the General Social Security Law, the conservation of the property corresponds to the involved administrations. Financing will be assumed by the General Treasury of the Social Security and by the SES in proportion to the use each entity makes of the building, according to the accredited occupancy percentages and the collaboration agreements signed by both.

Regulatory framework and background

The competence of the General Management derives from article 4 of the annex of Decree 221/2008, of October 24, which approves the Statutes of the autonomous body. The resolution is based on articles 9 and 10 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, and articles 72 to 74 of Law 1/2002, of February 28, of the Government and Administration of the Autonomous Community of Extremadura.

The previous delegation to the General Directorate of Economic Planning was established by Resolution of September 4, 2023 (DOE no. 174, of September 11), amended by Resolution of October 14, 2025 (DOE no. 205, of October 24, 2025). The resolution takes effect on the day of its publication in the DOE.

Impact

The measure opens the way for the tendering of the roof maintenance works of the Badajoz Management building, streamlining management by bringing it closer to the body that will materially execute the action. Collaboration with Social Security guarantees the conservation of a shared-use property, with funding distributed according to the actual occupancy of each administration.
