The Riojan Health Service has approved the specific call for the selection process for access to the status of permanent statutory personnel in the category of Area Specialist Physician in Neurosurgery, corresponding to the 2026 Public Employment Offer. The decision is formalized through the Resolution of October 5, 2026, of the Human Resources Directorate of the Management of the Riojan Health Service, published in the Official Gazette of La Rioja number 192, of Tuesday, October 6, 2026, with the official reference BOR-A-20261006-II–1130 and file 202610050124784.
A single position and selection by competition
The call is based on Decree 12/2026, of May 12, which approves the Public Employment Offer for the year 2026, and on the general bases of the extraordinary and transitional regime for access to statutory health personnel positions with specialist physician degrees in health sciences, approved by Resolution of May 15, 2026. The regulatory framework is completed by Decree 2/2011, of January 14, on the selection of statutory personnel, and Royal Decree 184/2015, of March 13, on the equivalence of professional categories.
The announced positions are as follows:
- Open competition: 1 position.
- Internal promotion: no positions.
- Disability reserve: no positions.
- Total: 1 position.
The category is assigned to Group A, Subgroup A1, with the reference category of a specialist degree in Health Sciences: Neurosurgery. The selection system is a competition (concurso), with a maximum weighted score of 100 points.

The deadline for submitting applications is one month from the day following the publication of the call, both for the application for participation and for the competition phase. Submission is electronic, through the application enabled at the address https://gamera.riojasalud.es/meritoteca/convocatorias-publicas, where the merit self-assessment form must be provided along with the supporting documents.

Nationality is not required: proof of legal residence in Spain is sufficient.
The scoring scale is divided into 50 points for professional experience, 30 points for training, 20 points for other merits, and 15 additional points for internal promotion. Regarding experience, 0.40 points are awarded per full month in the same specialty within the public sector, 0.25 per month in another specialty, 0.05 in private centers, and 9 points for the full period of MIR training.
The appointment is subject to a resolutory condition: the effective incorporation into the awarded position and uninterrupted permanence in active service for three years, in accordance with Article 15 of Law 9/2025, of December 29. No temporary employment list will be formed as a result of this call. The resolution ends the administrative process and may be appealed for reconsideration before the Presidency of the Riojan Health Service within one month, or before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months. The document is signed by the Director of Human Resources, María Begoña Lema de Pablo.
Impact for specialists
The call offers one of the few paths to job stability for neurosurgeons in La Rioja, as the position is resolved by a merit competition and not by a competitive examination. The decisive weight of professional experience in the scoring scale favors those already serving in the public health system, while the three-year permanence requirement reinforces the link of the future awardee with the Riojan Health Service.
