El Servicio Riojano de Salud convoca cinco plazas de Psiquiatría por concurso

The Riojan Health Service has approved the specific call for the selection process for access to the status of permanent statutory personnel in the category of Area Specialist Physician in Psychiatry, corresponding to the 2026 Public Employment Offer. The decision was signed by the Human Resources Directorate of the Management of the organization via Resolution of October 21, 2026, published in the Official Gazette of La Rioja no. 206, of Monday, October 26, 2026, in the section II. Authorities and Personnel (reference BOR-A-20261026-II–1182, file 202610220125142). The deadline to submit the application is one month from the day following the publication.

Five positions and competition system

The call is based on Decree 12/2026, of May 12, which approves the Public Employment Offer for the year 2026, and on the general bases of the extraordinary and transitional regime for access to statutory health personnel positions with specialist physician degrees, approved by Resolution of May 15, 2026. The regulatory framework is completed by Decree 2/2011, of January 14, on the selection of statutory personnel of SERIS, and Royal Decree 184/2015, of March 13, on the homogeneous catalog of professional category equivalencies.

The distribution of the called positions is as follows:

  • Open competition: 2 positions.
  • Internal promotion: 2 positions.
  • General disability reserve: 1 position.
  • Total: 5 positions.

The selection system is a competition (concurso), without an examination phase, with a maximum weighted score of 100 points. The category is assigned to Group A, Subgroup A1, and the reference is that of licensed health personnel (LOPS), qualified specialist in Health Sciences: Psychiatry.

Requirements, fees, and electronic submission

Applicants must prove the degree of medical specialist in Psychiatry or an equivalent qualification that enables professional performance of the specialty in Spain, as well as a type B driver’s license, except for persons with a disability degree equal to or greater than 33% with a report of unfitness for driving. Nationality is not required: proving legal residence in Spain is sufficient.

The application is submitted electronically through the application enabled at the address gamera.riojasalud.es/meritoteca/convocatorias-publicas, together with the merit self-assessment form and supporting documentation. The fees are:

  • Open competition: 30.49 euros.
  • Open competition with a general category large family: 15.25 euros.
  • Internal promotion: 15.25 euros.
  • Disability reserve: exempt from fee.

Payment can be made electronically (card, Bizum, or transfer) or in person using form 046, with category code E029 (FEA PSIQUIATRÍA) and territorial code SR2601 - SERIS.

Scale: experience, training, and merits

The scale distributes the 100 points across four sections. Professional experience provides up to 50 points, with 0.40 points per full month in public health institutions of the specialty and 9 points for the full period of residency training (MIR, PIR, or equivalent). Training adds up to 30 points, and includes academic records, postgraduate degrees, and accredited continuing education. Other merits—publications, book chapters, conference presentations, teaching work, and participation in technical commissions or research projects—provide up to 20 points. Those accessing via internal promotion may add up to 15 additional points.

The appointment incorporates a resolutory condition in accordance with Article 15 of Law 9/2025, of December 29, on Fiscal and Administrative Measures for 2026: the appointment is conditional upon the effective incorporation into the awarded position and remaining uninterruptedly in active service in said position for three years. The resolution further specifies that no temporary employment list derived from this call will be formed.

Relevance for the Riojan health system

The call comes in a context of a deficit of mental health specialists and directly affects resident physicians completing their training and professionals already working in public healthcare. The resolution ends the administrative route: an optional appeal for reversal may be filed before the Presidency of the Riojan Health Service within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of La Rioja within two months, both counted from the day following publication. The document is signed by the Director of Human Resources, María Begoña Lema de Pablo.
